This Job Opportunity Announcement will be used to fill a Supervisory Diagnostic Radiologic Technologist GS-0647-10 position in Diagnostic imaging services at the Tulsa VA in Oklahoma.

Duties

As the Radiologic Technologist Supervisor, the incumbent manages and supervises the Radiology Department located at 91st and Mingo Tulsa Oklahoma. He/she has full responsibility over the technical and administrative aspects, quality management and patient care functions within the General Radiography, Computerized Tomography (CT), Ultrasound (US), Magnetic Resonance Imaging (MRI), and Picture Archiving and Communications System (PACS). The incumbent has direct supervisory responsibility over the PACS Administrator, DRT 647 technologists and Ultrasound MIT 649 technologist and provides general supervision to all non-direct reports within the Radiology Department. The incumbent has the responsibility for providing radiological studies within the Eastern Oklahoma VA health Care System and its associated community-based outpatient clinics (CBOC). The incumbent supports the mission statement for the service and performs responsibilities independently with guidance as needed by the Radiology Service Chief. He/she supports the Radiology Service Chief, who provides the direct supervision of the position. Incumbent is expected to perform an acting role from time to time when the Radiology Service Chief is otherwise unavailable due to sickness, leave or vacancy. Oversees administrative, personnel administration, logistic, program planning and evaluation, fiscal, quality assurance for the Radiology Service. Applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. The incumbent provides guidance, instruction, maintenance, and trouble shooting in the daily operation of Picture Archive and Communication System (PACS) and Voice Recognition (VR) within the Radiology/NM and other clinical areas as needed. The incumbent serves as a specialist providing support in the operation and management of digital image acquisition, processing, display, and storage and in database management. The incumbent works under the direction of the Radiology/NM Service Chief, OI&T, and Clinical Engineering. Also works with other services and users of digital radiographic images and other digital imaging throughout the Medical Center, other VISN sites and VISN Management. Independently performs daily operations of the PACS system. Monitors all facility PACS and related systems including application systems, networking interface software and system administrative software. Evaluates system performance by utilizing various tools, capacity planning, and imaging management/maintenance to adjust system and operation parameters as necessary. Oversees all aspects of implementation of Software and upgrades to the PACS systems and proactively identifies any potential issues. Reviews the Radiology administrative policies and procedures to assure consistency. Analyzes policies for changes brought about by administrative, regulatory, and technological changes. Ensures that the Service is in compliance to all appropriate regulatory agencies (JC, NRC, FDA, ACR). Seeks input on technological changes from associated personnel within the Radiology Service, as well as from personnel with VISN 19, other VISNs' and Central Office. Prepares drafts of changes. Develops and interprets administrative policies in unstable situations of growth and integration of the organization. Provides policy guidance and direction, formulates plans and provides advice on resolving problems. Prepares correspondence, memorandums, and a variety of reports. This would include personnel. management/administration, continuing education, budgeting and financial management, procurement and contracting, capital equipment monitoring and acquisition, property management, integration reports and monitoring of supplies. May be a representative and resource person in all committees that request the input of the Radiology/NM Service or VISN Service Line. Provides necessary coordination and delivery of services, ensuring that all needs are met, and the integrated Radiology/NM Service makes an optimal contribution to VISN function. Works with Central Office, VISN 19 Network, affiliated medical schools and hospitals, other VAs, private hospitals, and local and international venders to assist in their efforts. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d). Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT} (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging(MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.] Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT} or from [other accrediting agencies as recognized by the Department of Education (DOE).] Grade Determinations:GS-10 Supervisory Diagnostic Radiologic Technologist Experience. At least one year of experience equivalent to the next lower grade level, directly related to the position being filled that demonstrates the clinical competencies described at that level. Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk(*): *Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation. Ability to evaluate quality management procedures and processes. *Ability to analyze and use data effectively to manage workload, quality, performance, and productivity. *Skill in developing new policies and guidelines as needed. Skill in problem solving and conflict resolution. Preferred Experience: One-year supervisory experience, CT certification required. The actual grade at which an applicant will be selected for this vacancy is GS-10. Physical Requirements: The physical demands of the work include some bending and carrying of moderately heavy articles. Some pushing and pulling. Patients sometimes are assisted to achieve proper positioning which may require reaching or work in strained positions. Reaching above shoulder, use of fingers, good dexterity (both hands required), prolonged walking, prolonged standing, repeated bending, ability for rapid mental and muscular coordination simultaneously, far vision correctable in one eye to 20/20, ability to distinguish basic colors, speed in working, and emotional stability.
