This position is within the Office of the Chief Financial Officer, National Finance Center Office of the Deputy Director, Human Resources Management Staff, Workforce Planning and Policy Branch located in New Orleans, LA.
The incumbent provides administrative and technical support for performance management, training, performance appraisals, awards processing and employee benefits.
Duties
Processes personnel actions in accordance to agency policy and the Office of Personnel Management Guide to Processing Personnel Actions.
Reviews error messages for documents in suspense in assigned area.
Establishes, maintains, and files all pertinent personnel records.
On a regular basis, audit, purge, and updates Official Personnel Folders for employees in specified area.
Assist employees seeking general information concerning retirement benefits, 'disability, and other types of employee benefits programs.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time-in-Grade Requirements: Advancement to positions at the GS-5 grade level. Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest nontemporary competitive appointment. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted.
GS-5: One year of specialized experience, equivalent to the (GS-4) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as a Human Resource Assistant. Examples of such experience include: Experience establishing and maintaining electronic Official Personnel Folders (e-OPF) in accordance with Federal and agency policies and procedures; Experience utilizing the Guide to Processing Personnel Actions for instructions on processing and coding personnel actions; Experience assisting in identifying and resolving benefit related issues; and Experience performing preparation and submission of retirement applications, retirement fund redeposits and benefit changes.
NOTE: This experience must be demonstrated on your resume/supporting documents.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
GS-5 Education Can Be Substituted For Experience: Four years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
GS-5 Combination Of Education And Experience: Combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
