The primary purpose of this position is to serve as Operations Compliance Manager, providing planning, directing, organizing, and exercising control over reservists/augmenters' assigned to Operations Compliance/Quality Assurance (QA) in the 301 Logistics Readiness Squadron (LRS) and to provide centralized oversight of critical squadron programs. Duties

Plans, organizes, and directs the activities of the Operations and Compliance section, within the Logistics Management flight for QA augmentees, ensuring that the LRS complies with legal and regulatory requirements and meets customer needs. Represents LRS with a variety of installation, contractor, mission partners and functional area organizations. Plans organize and oversee the Resource Management and Information Systems functional area. Provides oversight and coordination on Squadron Programs/Plans. Ensures the Logistics Manager is updated on the status of all major programs within the organization.

  • This incumbent may be required to work outside of normal tour of duty to support mission and/or provide training to reservists.
  • Must be able to complete and maintain proficiency in required QA training courses and certifications (i.e., QA Evaluator Course, 8-Step Problem Solving, Exercise Evaluation Team (EET), Nuclear Weapons Related Materiel (NWRM) Fundamentals).
  • This incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for General Supply Series, 2001. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of well-established principles, concepts, and methodologies associated with supply principles and logistical management functions and operations; knowledge of the methods, and procedures to evaluate the impact of administrative and technical support activities; knowledge of the variables that influence the course(s) of action taken in resolving procedural issues involving conflicting program requirements. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of funds management, resource advisor duties and responsibilities. Extensive knowledge of logistics operations (i.e., Base Supply, Fuels, Munitions, Transportation, and Vehicle Operations and Distribution, Material Management, Customer Service, Resource Management, Logistics Readiness and Quality Assurance) compliance regulations, policy, techniques, methods and procedures. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, mentor, motivate and direct the functions and staff of a small to medium sized organization.Ability to communicate effectively, both orally and in writing, to give formal briefings, and maintain good working relationships and skill in dealing with a widely diverse group of people. Knowledge of key logistics, supply, transportation, readiness, management indicators, statistical methods, compliance analysis metrics, data collection, and trend analysis used to determine supply effectiveness. Ability to analyze and adjust work operations to meet ever changing requirements in areas of responsibility and within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
