About the Position: This position is with the Joint Munitions Command located at Pine Bluff Arsenal. This position serves as Recruitment Specialist working closely with Stakeholders to determine manning requirements, identify recruitment barriers, and develop strategies to recruit and retain a highly skilled civilian workforce.
Duties
Provides guidance on the use of various hiring programs.
Answers inquiries regarding employment opportunities.
Greets, conducts tours and provides basic application information to candidates who make inquiries regarding employment.
Serves as a liaison between the organization and Civilian Human Resources Service Center on workforce related questions and needed documentation.
Provides advice and guidance to managers and staff on recruitment and retention strategies to recruit and retain a highly skilled workforce.
Performs studies on retention, analyzes issues, and makes recommendations to improve work operations and recruiting processes.
Evaluates the results of outreach and recruitment campaigns and events in order to determine best practices or possible changes.
Represents the organization at various career and job fairs in order to advertise installation job opportunities and to attract quality applicants.
Requirements

- Occasional TDY Travel up to 30% of the time may be required.

Specialized Experience GS-09: One year of specialized experience which includes: providing guidance on various hiring programs; answering inquiries relating to employment opportunities; acting as a representative during various career and job fairs; addressing basic questions regarding employee entitlements and benefits. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Business Management or Human Resources Management. (Note: You must attach a copy of your transcripts).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: One year of specialized experience which includes providing guidance to managers and staff on recruitment, retention and transition workforce issues; evaluating results of recruitment campaigns; answering inquiries relating to employment opportunities; addressing basic questions regarding employee entitlements and benefits and acting as a representative during various career and job fairs.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Education
