This position is located in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Financial Officer (CFO) with the Incumbent serving as an Accounts Lead in the Collections Division. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.
Duties
Major Duties include, but are not limited to:
Ensures agency's strategy plan, goals and objectives are communicated to team members.
Communicates assignments to team members including deadlines and time frames for completion.
Coaches team members in applying problem solving methods and techniques.
Lead team members in balancing workload and tasks.
Prepares reports and maintains records of work accomplishments.
Monitors and reports on status of work progress, ensuring quality and deadlines are met.
Performs follow up and analysis on third party receivables, co-payments, and payment postings.
Actively contacts and pursues insurance companies and third party payers to expedite collections.
Identifies ways to expedite collections through contacts in the public and private sector.
Consistently communicates and treats customers (Veterans, their representative, visitors, and all VA Staff) in a courteous, tactful, and respectful manner.
Work Schedule: 8:00 AM - 4:30 PM, Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a (GS-09) position you must have served 52 weeks at the (GS-07). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience (GS-09): You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to:
Responds to internal and external customers regarding debts, payments, credits, participating in training to improve customer service and reports on status of work progress ensuring deadlines are met.
Performs analysis on third party receivables, copayments, payment postings, ensuring payments are consistent and in accordance with insurance policy.
Determines course of action to maximize recovery from insurance carriers, reviewing explanation of benefits received and responds to correspondence.
Coaches team members in applying problem solving methods and techniques, reviewing and analyzing information related to all debts.
Lead team members in balancing workload and tasks, communicating assignments including deadlines for completion.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcripts required)

You must have an combination of specialized experience and education beyond ?????graduate level from an accredited college or university, and specialized experience directly related to the work of the Lead Financial Administrative Specialist position. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings.
