This position is located in the Pacific Northwest Region, Region 6, on the Malheur National Forest with a duty station in a Forest Service office at:John Day, Hines, or Prairie City, Oregon.
The incumbent provides technical support for natural resource data collection and utilization on the Forest. Will spend a significant amount of time providing support to a wide range of contracts.

Duties
Oversees the collection and utilization of vegetation data and ensures the data is loaded into the appropriate corporate databases for use by resource specialists.
Data may include, but is not limited to, Common Stand Exam (CSE), Forest Inventory and Analysis (FIA), Common Vegetation Survey (CVS), and LIDAR.
Manages the Forest’s Field Sample Vegetation (FSVEG) database and FSVEG Spatial data to ensure that data is accurate and current for use in project-level and landscape level analysis.
Provides expertise and assists resource specialists with the use of data analysis software such as FSVEG, FSVEG Spatial, FSVEG Spatial Data Analyzer, as well as modeling software such as Forest Vegetation Simulator (FVS).
Manages the Forests Field Sampled Vegetation (FSVEG) database and FSVEG Spatial data, ensures data is accurate and current for use in project-level and landscape-level analysis.
Completes requested analysis, generates maps, and compiles summary reports to meet Forest-level information needs.
Assists with the development and implementation of vegetation data sampling designs.
Acts as a liaison between the Forest and analysis program developers and technical consultants at the Regional Office and NRM.
Must have at least COR II Certification to qualify for GS-11. The incumbent must be able to obtain a level COR III certification in order to carry out the duties of the position. Acts as a COR for vegetation management contracts when needed.
Provides leadership and mentoring for forest employees all on aspects of obtaining COR certification, increasing COR level, and maintaining COR certifications through time.
Acts as a liaison for the forest to Procurement and Property Services (PPS) and coordinates onsite COR training.
Provides leadership and mentoring for forest employees on the administration of contracts and on the use of contracting programs such as, but not limited to, IAS, IPP, and CPARS performance ratings.
Provides review of and serves as leader of Technical Evaluation Boards for forest level contracts.

Requirements
- Must be a U.S. Citizen or National.

- GS-11 - Must have at least COR II Certification to qualify for GS-11. (Attach proof of certification to qualify for GS-11). The incumbent must be able to obtain a level COR III certification in order to carry out the duties of the position.
- GS-10 - COR level II Certification is needed for this position and the incumbent must be able to obtain a level II within 1 year of hire.

Specialized Experience Requirement:
GS-10: Applicants must have one year specialized experience equivalent to the GS-09 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Assisted with utilizing computer software programs to model and provide data for project-level, landscape level, and/or Forest level planning. Assisted with providing guidance and support to the Forest with the management of natural resources software, programs, and applications for corporate databases. Assisted with applying project management processes, tools, and techniques for the successful completion of project and program objectives.
GS-11: Applicants must have one year specialized experience equivalent to the GS-10 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Utilized computer software programs to model and provide data for project-level, landscape level, and Forest level planning. Provided guidance and support to the Forest with the management of natural resources software, programs, and applications for corporate databases. Applied project management processes, tools, and techniques for the successful completion of project and program objectives.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
