This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Oversee Land Rehabilitation and Maintenance projects as it pertains to erosion from natural and training events in support of the long-term sustainment of natural and cultural resources.
Provide Land Rehabilitation and Maintenance component input for the annual work plan, five-year plan and budget plan.
Oversee all phases of Land Rehabilitation and Maintenance project planning, design and implementation.
Design Land Rehabilitation and Maintenance projects to sustain training lands for current and future maneuver training.
Disseminate information gained as the Land Rehabilitation and Maintenance Coordinator by publishing reports/articles, and presenting briefings at professional meetings.
Required to serve as a Contracting Officer Representative for oversight on Land Rehabilitation and Maintenance projects.

- May be required to work an uncommon tour of duty to include working, days, evenings, nights, weekends and holidays and/or shift work.
- There is a potential for exposure to hazardous and toxic substances and environment during land rehabilitation and maintenance of firing ranges and training areas.
- Must be able to obtain and maintain a valid state driver's license.
- Position is required to lift up to 50 pounds.
- Position requires a pre-employment physical.
- Must obtain and maintain a Class B Commercial Driver's License.
- This position is designated as a drug testing position.
- Must obtain and maintain a Secret security clearance.
- Must submit a Financial Disclosure Statement.

Basic Requirement for a Biologist (Land Rehabilitation and Maintenance Coordinator)
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience planning Land Rehabilitation and Maintenance (LRAM) work; developing LRAM project packages; studying measures to preserve, conserve, restore or mitigate the environment; and overseeing construction programs for land management projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
