Duties

You will participate in programming decisions affecting long- and short-range courses of action for assigned projects. You will take action to design, develop, implement, monitor, and maintain system analysis activities/services to support customer needs. You will provide guidance on policies, determine technical requirements, and ensure solutions selected will function with current and planned future architectures.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must possess a TOP SECRET/SCI security clearance and pass a Counterintelligence Polygraph. Failure to retain this level of security clearance and access will be grounds for reassignment, demotion, or removal from the Federal Service.
  • Must obtain and maintain NSA badging for NIPR/SIPR/NSANet accounts.
  • Employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
  • The incumbent may be required to perform minimal travel (10% or less) which may involve the use of commercial and/or government aircraft.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
  • This position is not telework eligible.
  • This is a Cyberspace Workforce position, work role code (802), proficiency level (ADVANCED) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency include Reviewing completed work projects and providing technical assistance and guidance, as required. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include: Consulting with customers to define functional requirements. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT related experience demonstrating this competency include: Being a representative at meetings and seminars designed to develop solutions to requirements. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency include: Frequently analyzing problematic provisions or guidance governing IT systems and providing assistance. In addition to your experience demonstrating the four competencies above, you are required to have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: Ensuring rigorous application of Information Security Cyber Defense policies, principles, and practices in the development and implementation of IT systems. This position is within the Work Category PROFESSIONAL at Work Level SENIOR, Series and Grade GG 2210-13. Education

At a minimum, all CES employees in the Professional Work Category require a bachelor's degree or equivalent experience. Some groups in this category, however, may have a positive education requirement that cannot be replaced with experience, such as a requirement for a particular type or level of an academic degree
