Serves as a Senior Procurement Analyst and Developmental Coordinator. Works closely with Supervisors to ensure Developmental Contract Specialists receive proper training and experience. Provides management/guidance to a large cohort of Developmental Contract Specialists. Establishes/monitors training plans, facilitates regular cohort meetings to address training needs and foster team cohesion, provides technical expertise in contracting, and performs reviews on special/unique contract actions.

Duties

Assist the Branch Chief in the review and assessment of procurement operations and staff training requirements in the Huntsville Engineering and Support Center. Utilize Government contracting laws and policies with specific knowledge of the Contracting Directorate mission and work processes to establish training plans, training aids, manuals, etc. for junior contract specialists and developmental employees. Provide advice to supervisors of developmental employees and junior contract specialists about Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Certification Requirements, certification progress and achieving Contracting Credentials. Review and analyze completed or proposed procurement actions, plans, and formal peer reviews to evaluate technical effectiveness and degree of compliance with procurement regulations, directives and good business practices. Provide advice and assistance to acquisition and related personnel within the Huntsville Engineering and Support Center and participate in Acquisition Review Boards.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires incumbent to obtain Contracting Professional Certification within 3 years of appointment.
  • This position requires submission of Financial Disclosure OGE-450 at time of appointment and annually thereafter.
  • Temporary Duty (TDY) travel up to 20% of the time may be required.

Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes work that involves the development and promulgation of acquisition policies; reviewing acquisition strategies, justifications and approvals (J&As), and negotiation strategies on major contracts; utilizing procurement laws, rules, regulations, and/or decisions to recommend solutions to problem areas; coordinating internal compliance reviews and external audits/inspections; and working with employees to develop training plans and monitor training progress. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
