About the Position: Serve as the Pittsburgh District's Tribal Liaison, coordinating with USACE divisions, ASA-CW, Tribes, agencies, and the public on Native American policy, consultation, and protocol. Report to the division deputy, ensuring alignment with Corps interests and tribal government priorities.

Duties

Serve as the District expert on the history, statutes, regulations, processes, treaties, and trust responsibilities related to Native American tribes. Interpret and implement federal and state policies, regulations, and laws regarding Native American affairs. Oversee trust responsibilities, cultural resource protection, and regulatory compliance under Section 208 and Native American Graves Protection and Repatriation Act NAGPRA, ensuring tribal consultation on District matters. Ensure District awareness and facilitate consideration of the cultural and legal obligations to Native American tribal governments. Develop and maintain relationships with Tribes and stakeholders to foster mutually beneficial relations with the tribes by identifying, evaluating, and assuring District response to Tribes in a timely manner. Support consultations, attend Native American meetings, cultural events, and outreach to uphold trust responsibilities, treaty rights, cultural resource protection, NAGPRA compliance, and address wildlife and environmental concerns. Identify tribal issues, anticipate the impact, and coordinate and recommend appropriate policy, position, and response to the District Commander and Deputy Commander. Coordinate and consult with regional Tribes and Tribal associations that may be affected by District activities. Contribute to the development of training materials and outreach initiatives to ensure effective communication and coordination with Tribes and stakeholders. Prepare written materials to assist project teams. Develop and execute Tribal programs. Track budget and expenses for the Tribal program. Track budget and expenses for the Tribal program. Support project development and consultation efforts affecting Tribal rights.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One (1) year probationary period may be required if not completed previously.
  • You may be expected to travel 10% of the time for this position.
