Duties
Serves as the accountable officer for the Subsistenance Supply Management Office (SSMO). Plan, provide food and menu forecasts, inspect and evaluate Troop Issue Subsistence Activity (TISA) warehouse for safety, proper food storage, stock control, handling, cleanliness and sanitation.
Quality Control Evaluator (QAE) inspecting various types of food products supplied by Subsistence Prime Vendor (SPV).
Maintain effective working relationships with individuals or groups from outside the agency.
Plan, provide food and menu forecasts for combat food service operations.
Exercises supervisory and/or personnel management responsibilities for one to two subordinate personnel.

- Three years working knowledge of the Army Food Management Information System (AFMIS) and Subsistence Total Order and Receipt Electronic System (STORES) is highly desired
- This is a KEY position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Inventory Management Series 2010
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of well-established and commonly applied inventory management principles, concepts and methodologies to perform recurring kinds of assignements, operations, and/or procedures. Knowledge of established inventory management systems, methods and procedures to weigh the impact of variables that influence the course of action taken. Knowledge of procedures to cross-check individual price changes to prevent monetary loss in the food service System and assure proper methods of food storage, stock control, handling, and food service operations are followed to ensure maximum accountability and use of food service resources. Knowledge of preparing TISA equipment replacement schedules, identifying new equipment items to bring into the food service systems and warehouse activities, preparing budget for equipment forecast and replacement, and budgeting for normal and unanticipated equipment replacement.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly applied inventory management and supply principles, procedures, techniques and practice. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
2. Knowledge of acquisition processes, automated records and control systems, material substitution criteria, and storage, issue and disposal processes.
3. Skill to apply common analytical methods and techniques to resolve procedural inventory management problems and issues.
4. Skills in interpreting, adapting and applying inventory management guidelines.
5. Skill in conducting inspections and evaluations. Skill in written and oral communication, and ability to establish effective working relationships with others.
6. Knowledge of food service operations, menu planning, use of resources, providing forecasts of required food items in order to establish menu plans, nutritional values and requirements and ensure balance and nutritional menus are available in order to meet organization and customer needs. Knowledge of Subsistence Prime Vendor contract oversight and Quality Assurance Surveillance Plans (QASP).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
