This position is located in Yellowstone National Park, in the Facilities Management and Operations Division. The full performance level of this position is GS-9.

Duties

This position is situated the Design, Construction, and Facility Management Division and is duty stationed at Park Headquarters, Mammoth Hot Springs, WY. The purpose of the position is to assist with overall management of the park's housing portfolio and associated programs. Yellowstone National Park has the largest housing inventory in the NPS and DOI comprising 527 homes in seven communities across 2.2M acres in Wyoming, Montana, and Idaho. Major Duties: Operates computer-based Quarters Management Informal System, Facility Management Software, Project Management Information System, and Federal Real Property data platforms to track housing inventory, quarters assignments, calculate rental rates, condition assessments, and housing related project requirements. Analyze housing and associated data sets and information to complete various reports and respond to requests for housing information from a variety of Congressional, WASO, Regional, and senior leader requesters. Duties listed are at the full performance level. Physical Demands: The work is primarily sedentary including lengthy periods of intense concentration and working with frequent distractions and interruptions. Occasional minor physical activity is required during on-site surveys or inspections of project sites. Working Conditions: Work is performed in an office setting usually adequately lit, heated, and ventilated. There may be occasional exposure to dust or noisy environments when conducting onsite visits to park housing or construction areas. Work will vary from office to outdoors in moderate to severe weather conditions/temperatures with exposure to dirt, dust, and noisy environments common to construction sites. Area Information: This position will be located within the Maintenance Division in Yellowstone National Park. Elevation at Mammoth is 6,200 feet. Temperatures vary from an average of 70 degrees Fahrenheit in summer to sub-zero at times in winter. A school is available, with kindergarten through 12, in Gardiner, Montana, five miles north of headquarters. Free bus transportation is provided for school children between Mammoth and Gardiner. Many community facilities such as stores, a drugstore, day care, motels, and restaurants are available in Gardiner. A medical clinic is available in Mammoth. Qualifications

All qualifications must be met by the closing date of this announcement-12/23/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience equivalent to at least GS-05 grade level in the Federal service (obtained in either the public or private sectors). Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples include but are not limited to: Coordinating all check-ins and check-outs necessary to monitor occupancy and vacancies of occupants in housing units; assist with developing, evaluating, and making recommendations to management on plans and program management strategies concerning housing policy, service guidelines, and departmental requirements; receiving and processing tenant complaints or requests for repair or maintenance. You must include hours worked. -OR- EDUCATION: At least one full year of graduate education that demonstrates the knowledge, skills, and abilities in a related field such as business administration, economics, accounting, finance, governmental budgeting, or public administration. One year of graduate education is equivalent to 18 semester hours (or 27 quarter hours). You must provide transcripts. -OR- COMBINATION: I have a combination of directly related graduate education and experience. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours (or equivalent) of education by 18 hours (or equivalent). Add the two percentages. The total percentage must equal at least 100% to qualify for this position. For example, 6 months of the specialized experience (50% of the qualifying experience) and 9 semester hours of graduate study from an accredited institution (50% of the qualifying education), equals 100% of the total specialized experience requirement. You must provide transcripts and include hours worked. -OR- SAA: I have a bachelor's degree in business administration, economics, accounting, finance, governmental budgeting, or public administration and meet one of the following Superior Academic Achievement provisions: (1) A grade-point average of B or better (a GPA 3.0 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last 2 years of undergraduate study; (2) A grade-point average of B+ or better (a GPA of 3.5 or higher out of a possible 4.0) for all courses in my major field of study, or those courses in my major completed in the last two years; (3) Rank in the upper one-third of my class in the college, university, or major subdivision; or (4) Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. If you are using education to qualify, you must submit a copy of your college transcripts. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience equivalent to at least GS-07 grade level in the Federal service (obtained in either the public or private sectors). Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples include but are not limited to: Use knowledge of spreadsheets or databases to manage housing inventory and tenant assignment; assist in managing a budget to account for income and expenditures, and analyze spending to determine trends; implement housing policies to ensure legal compliance and efficient use of housing facilities; handle difficult or unhappy tenants; and provide input for the development of housing plans, directives, and other administrative guides. You must include hours worked. -OR- EDUCATION: At least a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities in a related field such as business administration, economics, accounting, finance, governmental budgeting, or public administration. One year of full-time graduate education is considered to be 18 semester hours (or 27 quarter hours). You must provide transcripts. -OR- COMBINATION: An equivalent combination of graduate level education and specialized experience. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours (or equivalent) of education by 18 hours (or equivalent). Add the two percentages. The total percentage must equal at least 100% to qualify for this position. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.
