This National Guard position is for a HUMAN RESOURCES SPECIALIST (TITLE 32), Position Description Number D2954000 and is part of the NC HRO, National Guard (JFHQ - HRO / MD 1723-200).
Duties
As an HUMAN RESOURCES SPECIALIST, GS-8852-11, you will serve as an advisor for full-time resource allocation, execution, and management for both Army and Air; interpret, manage, analyze, and provide recommendations concerning Manpower allocation guidance based on the state mission and function; manage the allocation of manpower resources based on state priorities, historical data utilization, and analysis of mission and functions; review and analyze all military structure within the state and applies manpower allocation and disposition to ensure proper requirements are conveyed to National Guard Bureau (NGB) and allocated on the Army Voucher/Air Unit Manpower Document(s) and in manning distribution according to workload factors contained in various resources, guidelines, and regulations related to manpower requirements; coordinate with other HRO functions to provide proposed organizational structures based on state priorities, management needs, realignments (to include local), force structure changes, appropriate position classifications, and agreement with the basis for the manpower requirements and changes of the organization; develop goals and objectives that integrate organizational level management objectives for successful command-wide resource implementation; make recommendations to State Classifier for efficient execution of full-time resources IAW state command plans and establishes appropriate measurement metrics and controls; when necessary, coordinates change requests and assists in submission to ANG/A1M; perform the distribution of approved allocations by budget programs, validated manpower requirements, mission requirements, mission priorities, downsizing, and reshaping the command position structure; monitor fill rates of manpower requirements for compliance within the parameters of the NGB and state Adjutant General's guidance, determines shortfalls, and makes recommendations for potential organizational fills based on force structure changes, funds availability, and mission requirements; use automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required; analyze and determine full-time resource deficits and asymmetry along with the contributing factors; analyze and advise on policy recommendations, manpower design concepts, current organizational structures, and proposed structural realignments; provide recommendations to HRO leadership in the development of exception requests to Army Voucher/Air Unit Manpower Document(s) and in manning distribution based on state initiatives, collaboration with the State Classifier and Staffer, supervisor recommendation, and thorough knowledge of the organizational priorities; analyze proposed manpower requests/changes from supervisors/managers; optimize scarce resources, meets customer requirements, reduces rework, improves operational capacity, and increases resource efficiency; advise HRO Staff on methods to limit adverse impact and enhance special project efficiency based on current and projected full-time resource allocation and execution; review position fill requests for potential budget availability; attend meetings/discussions on such matters as manpower reviews, sensitive or complex personnel issues, and/or executive boards responsible for the placement of fulltime resources and/or employees; furnish background material as requested based on experience and knowledge of similar situations and establishes precedents; prepare supplementary information or interpretations in the form of information papers, resource utilization reports, briefs and/or presentations suitable for an audience of senior leaderships to make informed and strategic decisions with little to no modifications required; advise as to the efficiency or feasibility of requests based on precedents or knowledge of the factors which have previously influenced the directorate or higher management decisions, addressing second and third order impacts, and providing sound recommendations; perform other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

Qualifications
Military Grades: Enlisted (E4 to E7), Warrant Officer (WO1 to CW4), or Officer (2LT to CPT)
Minimum Requirements: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences as a GS-09 or the equivalent in regard to human resources programs, such as federal civilian, military, or National Guard technician personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have working knowledge of the Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include strategic sourcing. Experienced in performing military personnel activations, deployments, and redeployments. Knowledge of readiness status reports and their direct use by managers or commanders. Competent in writing, designing, formatting, publishing, and presenting specific program assigned work to peers and immediate supervisors at workshops or special committee meetings. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian and military promotions. Experienced in conducting reenlistments, assignment and reassignment actions, human resources development programs, education and training policy requirements, retraining procedures, or retirements. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in personnel plans, programs, and policies, and advised others on their implementation activities. Skilled in applying program directives, policies, and training manuals. Knowledgeable on manpower resources and allocations in support of the Army and Air National Guard planning, programming, budgeting and implementing procedures. Working knowledge in merit principles, prohibited practices, performance management, and productivity programs; and, experienced formulating process improvement, best practices, and performance techniques.
