This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with the U.S. Army Corps of Engineers, Operation Division, located in Jersey City, New Jersey.
Duties
Inspects and secures the integrity of buildings and equipment overnight on weekdays and all day on weekends. Includes floating plants and land based plants consisting of boats, buildings and grounds, boilers, HVAC, and mobile/fixed equipment.
Operates load handling equipment (i.e. forklift trucks) to move, stack and unstack, load and unload materials in and about warehouses, storage areas, loading docks, and on and off vehicles, etc.
Monitors, inspects, secures and cares for the operational integrity of berthed vessels (floating plants) to ascertain seaworthiness.
Adheres to all requirements, Standard Operating Procedures, orders and instructions for standing watch.
Observes and follows all safety procedures for crew and passengers in accordance with safety and health regulations.
Adjusts auxiliary generator in event of power failure and contact supervisor if generator does not automatically start.
Knowledge and experience to react as a first responder to various crisis to handle fires, extreme weather conditions, electrical hazards and equipment failures.
Responds to mechanical warnings and alarms within the facility.
Starts, stops, and resets vital mechanical equipment for optimum efficiency.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- This position requires you to be able to work outdoors in extreme weather conditions.

In order to qualify, you must meet the experience requirements described below. Minimum Qualifications (Screen Out Element): Ability to do the work of an Shipkeeper (Marine Facilities Caretaker) without more than normal supervision. Safeguard marine facilities including floating and land based plants. Exercise a strong mechanical aptitude to maintain the operational capabilities of floating and land based plants. Be able to navigate the vessel exterior and interior compartments to inspect various machinery and equipment. Failure to meet this Screen Out Element will result in an ineligible rating.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official. Physical Effort: Light to moderate physical effort is required. Be able to lift and carry objects weighing up to 50lbs. In the office, work is sedentary. When making rounds, incumbent is walking, riding in a government vehicle, entering boats, and occasionally retying and readjusting mooring lines. Inspects and takes precaution to safeguard vessels and all base equipment. Capable of restarting machineries to make them operational.
Working Conditions: Work is performed independently and alone during a non-standard schedule: evenings, weekends and holidays. Provides security and operational control of the Caven Point Marine Terminal during these non-duty hours. This includes floating plants, buildings, grounds, equipment, and supplies. Works both inside and outside during a variety of weather conditions and climates, including extremes of heat and cold and heavy rainfall. There is a danger of slipping from a vessel into water with possibility of physical injury or drowning. On-shore work may involve working in mud, snow, or ice in dirty or cramped situations. Inherent in the performance of these duties is the dangers of slips, trips and falls; danger of overhead injuries; danger of foot, hand and eye injuries, punctures, fume inhalation, oxygen deficient environments, electrocution, burns and exposure to fire and to noisy areas. Incumbent may also be subject to machine injuries as well as injuries involved in protection of Government property from vandals.
Education
