You will serve as a MANAGEMENT ANALYST in the Office of the Operations Officer of NAVAL FACILITIES ENG COMMAND HAWAII.
This position is also subject to a Cost of Living Allowance (COLA) currently set at 8.90%. COLA is subject to change without notice.
Duties
You will develop products that facilitate the acceleration of organizational effectiveness and mission readiness.
You will conduct quantitative and qualitative basis to evaluate the effectiveness of programs, processes and operational procedures in meeting mission established goals and objectives.
You will advise on the potential benefits of process changes to improve the efficiency of administrative support programs.
You will develop life cycle cost analysis of projects or performing cost benefit of current or projected programs.
You will discover and develop performance metrics to best represent the key processes within Public Works.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-12 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1)Able to perform all tasks unassisted with very little to zero supervisory controls. 2) Responsible for managing PW SIC fund sources, pull data reports, provided in-depth analysis and recommendations to solve problems. 3) Fully knowledgeable and capable to provide value in process improvement unassisted. 4) Must have knowledge of both in-house shops and white-collar funding processes and means and methods of repair/maintenance.
For the GS-11 position: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector :1) Requires assistance and little to moderate supervisory controls in order to perform work. 2) Familiar with PW SIC fund sources, execution, and tracking processes. 3) Some knowledge in running reports with various financial and personnel E-Systems but needs guidance and assistance from supervisor. 4) Knowledge of in-house maintenance processes and e-system databases is considered favorable knowledge, skill, and/or ability.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related
