Duties
As a COMMUNICATIONS MAINTENANCE MANAGER, GS-1601-11 your duties are below.
Ensures the performance of all maintenance management functions to include: plans and scheduling, job control, material control, and quality assurance as applicable to the status of assigned equipment.
Manages, plans, organizes, controls, and directs the electronics maintenance activities of the AOG. Establishes, advises and consults on production and quality requirements, mission objectives, equipment requirements, and all other maintenance needs. Coordinates projects and activities with other concerned agencies and/or organizations to include ANG, AF and gaining command. Exercises supervisory responsibility and authority including scheduling, appraising performance, recommending promotions, and initiating disciplinary action as needed.
Serves as the technical advisor to the Detachment Commander, making recommendations as appropriate to enhance the maintenance mission. Provides authoritative inputs as to the capabilities, reliability and limitations of various fixed and tactical communications systems. Reviews and evaluates equipment performance logs, records and maintenance data reports, and as needed, recommends changes in methods, techniques and procedures to improve the maintenance activity and to enhance the reliability and performance of multiple communications systems.
Ensures formulation of comprehensive training plans for each maintenance function and specialty within the unit. Maintains a high level of operational readiness of personnel and equipment assigned to the maintenance functional area. Ensures that assigned drill status Guardsmen personnel are properly trained and are able to fully perform the maintenance mission in support of both the unit, gaining commands, ANG, and AF standards.
Monitors and controls the daily expenditure of material and manpower resources in the accomplishment of mission goals. Formulates policies and directives for the organization to ensure the availability and suitability of systems to support the units operational and training goals. Directs or initiates research on maintenance problems, identifies trends, and initiates short and long term corrective action. Participates in AF level evaluation of equipment proposed for authorization in the unit applying expert communications systems knowledge to ensure appropriate equipment solutions are found to satisfy unit requirements. Coordinates with the gaining command to ensure equipment solutions are compatible with gaining command and organization solutions. Will assist in recommending manpower requirements as a result of equipment changes. Develops annexes to operations plans and deployment orders.
Conducts evaluations and inspections to ensure that production and quality standards are being met. Solves, or renders advice, on unusually complex maintenance problems coordinating with depot or manufacturer representatives as needed. Keeps supervisor appraised of the status and projected availability of all maintenance resources. Must be prepared to learn and adapt quickly to meet demands imposed by different cultures, working situations, and technological advances.
Prepares the section for exercises, deployments, inspections and other evaluations. Ensures unit communications and information systems readiness goals are met. Travels routinely as necessary to maintain currency on theater systems and to support gaining command readiness, training, exercise, and deployment objectives.

Qualifications

MINIMUM REQUIREMENTS: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE REQUIREMENTS: GS-1601-11: Must have experience in the following:
1-year specialized experience to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments.
Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc.
Experience in determination of resource needs, allocation of resources, and budgeting/funding needs.
Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.
Education
Substitution of Education for Specialized Experience -
Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
