This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as a Maintenance Worker for the project office to which assigned. The maintenance staff operates and maintains on or more flood control dams.
Duties
At the full performance level, employee will:
Perform a variety of maintenance, repair, and operational duties for the project office to which assigned.
Apply a variety of standardized methods, procedures and techniques to maintain and repair equipment such as, hydraulic gates, hoists, hangers, cranes, elevators, sump pumps, water systems pumps, chlorinators and stand-by generators.
Inspect circuit breakers and fuses for proper condition and size, replacing defective breakers.
Weld similar metal components together to fabricate or repair equipment using gas welding, brazing, or arc welding.
Construct, install, repair or modify items and structures, such as: panels, bins, concrete forms, dry walls, shelves, framework, doors, finished paneling, interior and exterior trim, bulletin boards, cabinets, bookcases and counters.
Repair, replace, and maintain such things as pipe, tile, union joints, faucets and drains.
Inspect dam and appurtenant structures and equipment using standard inspection checklists.
Operate a variety of vehicles and vessels, such as, sedans, light duty pickup trucks, and 5-ton trucks, tractors, forklifts, motorboats, work barges, etc.
Requirements
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- The incumbent must have the ability to work nights and/or weekends depending on the needs of the project to which the employee is assigned.
- The incumbent will be required to work in adverse weather conditions (e.g., heat, cold, rain, wind, etc.).
- The incumbent must be First Aid and cardiopulmonary resuscitation (CPR) certified.
- The incumbent be required to obtain a water treatment plant, Class I or II, operator's license.
- The incumbent may be required to work in both non-permit and permit required confined space and implement proper rescue and entry techniques.
- The incumbent may be required to be properly trained and/or operate the following equipment: Self Contained Breathing Apparatus (SCBAs) escape packs, atmospheric monitoring devices and fall protection equipment.
- The incumbent may be required to wear prescribed uniform as identified in regulation ER 1130-2-550, dated 15 NOV 1996.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position has a requirement to lift up to 25 lbs. in the regular performance of duties.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Worker ~ without more than normal supervision. I have experience performing common maintenance and repair tasks on mechanical equipment, utility systems, buildings, or other appurtenant structures and property under the normal supervision of a work leader or journey-level maintenance worker who observes tasks in progress and upon completion makes sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
Uses moderate physical effort to stack, load, unload, move and carry tools, equipment and materials ranging in weight from 10 pounds to 50 pounds unassisted. Occasionally lifts heavier objects with assistance (e.g., using a hand truck). Required to reach, walk, stand, stoop, bend, kneel, crawl and work in tiring and uncomfortable positions. Occasionally works in cramped quarters, or from ladders, scaffolds or platforms.
Work is performed inside and outside in all types of weather (e.g., heat, cold, rain, wind, etc.) and usually in a dirty, dusty and/or greasy environment. Incumbent is exposed to the possibility of broken bones, electrical shocks, burns, cuts bruises, maimed fingers and scrapes. Occasionally is required to wear uncomfortable protective clothing.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
