This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. You will serve as an IT Specialist (Security/PLCYPLN) at the TSC, Arctic Security Studies.

Duties

As a IT Specialist (SECURITY/PLCYPLN) at the GS-2210-12 some of your typical work assignments may include: Serves as the Information Systems Security Manager (ISSM) and is responsible for the cybersecurity for TSC programs, organizations, systems, and enclaves. Serves as Cyber Defense Analyst and is responsible for performing assessments of TSC systems and networks, identify where those systems/networks deviate from acceptable configurations, enclave policy, or local policy and measures effectiveness of defense-in-depth architecture against known vulnerabilities. Serves as Cyber Defense Incident Responder and is responsible for investigating, analyzing, and responding to cyber incidents within the network environment or enclave. Develops plans, strategy, and policy to support and align with organizational TSC missions and initiatives. Analyzes, develops, approves, and issues cybersecurity policies. Provides expert technical knowledge on all Information Technology (IT) security regulations, policies, and procedures. Prepares system documentation for complex network assignments in accordance with agency, major command, and local standards.

  • Work may require travel away from the normal duty station to attend conferences or work-related information symposiums on a non-regular basis.
  • Regular work schedule will include weekend hours for preventive maintenance of network equipment and servers.
  • Installation maintenance and testing of network equipment may be required outside normal work hours to minimize downtime of the TSC networks.

Qualifications

You may qualify at the GS-12 grade level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below: Knowledge of, and skill in applying IT security principles and methods, IT security products and services sufficient to evaluate, recommend the acquisition of, implement, and disseminate IT security tools, procedures, and practices to protect information assets. Knowledge of, and skill in applying IT security principles and methods, requirements for certification and accreditation, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks, and recommend new or revised security measures and countermeasures based on the results of accreditation reviews. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
