This position is located with the Bureau of Indian Affairs, Southwest Region in Albuquerque, New Mexico. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Lead Legal Instruments Examiner responsibilities for the unit which includes the following areas: Southwest, Navajo, and Western Regions. Provide technical advice/guidance on legal and realty matters, involving heirship, ownership, land status, etc., to agencies, tribes, and to various branches. Provide training and guidance in the preparation of reports and reviews. Research and analyze transactions, provide technical advice/guidance on legal and realty matters involving heirship, ownership, land status, etc., to agencies, tribes, and to various branches. Provide guidance and assistance in developing and presenting training to Land Titles and Records personnel. Initiate agency audits of realty lands records, title office and/or instructs, provide guidance to correct deficiencies, errors and/or inconsistencies.

  • Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Form BIA -4432 must be submitted with the application if claiming Indian Preference.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Clerical and Administrative Support Positions, GS-0963). GS-10: I have at least one (1) year of specialized experience or the equivalent, comparable to at least the GS-9 in the Federal Service (obtained in either the public or private sector). Specialized Experience performing duties such as: review, examine, analyze legal title/realty/land documents; provide advisory and guidance for determinations to be made regarding title, realty and land; interpret and make determinations regarding governing Federal and Indian laws, regulations, policies for titles, realty and land. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
