The Diagnostic Radiologic Technologist (Quality Management ) performs daily inspection of radiographic units to ensure proper mechanical functionality, ensures daily functionality of CR readers, provides in-service training to technologists and other personnel involved in the operation and maintenance, CR readers, DR panels and other PACS type of operations maintained within the department, coordinates scheduling of preventative maintenance for modalities and other related purposes.
Duties
The Diagnostic Radiologic Technologist (Quality Management) provides guidance, instruction and troubleshooting services in the daily operations of software(s) utilized in specialty in specialty clinics including but not limited to Picture Archive and Communication System (PACS), voice recognition/dictation system (PowerScribe 360), VistA Imaging interface and Pisces. Serves as a specialist providing support in the operation and management of the various programs, with the ability to learn new software. Works under the direction of the Radiology Service Chief, imaging Service and closely coordinates work with OIT and Biomedical Engineering personnel, as well as clinical users throughout the Medical Center and remote sites of care as applicable. Serves as ADPAC for Imaging Service. Establishes and maintains programs to assure that imaging systems function accurately, consistently and safely. Responsible for tracking and trending data and any duties related to quality aspect of Imaging Service. Performs routine to moderately complex radiographic examinations.
FUNCTIONS OR SCOPE OF ASSIGNED DUTIES:
PACS/Program Administration - 50%
Researches and/or analyzes problems, issues or program requirements supporting the functions of a digital imaging system.
Determines pertinent issues and collects relevant information from a variety of sources.
Reviews information and applies standard analytical techniques.
Develops recommendations and a plan of action to solve problems.
Manages, troubleshoots and manipulates data flow across the PACS, voice dictation, VistA Imaging Systems and Pisces.
Serves as a liaison for OIT, Biomedical staff, vendors and clinical users to ensure systems are configured to optimize clinical operations as well as distribution capabilities in all areas.
Develops methods and programs to evaluate, monitor and maintain the systems.
Provides first line technical support for imaging transmission or display errors related to modalities and initiates proper repairs when possible.
Monitors equipment controlling environment and executes emergency procedures in case of disasters and security risk situations.
Plans, installs, tests and implements application systems, networking interface software and system administrative software.
Ensures acceptable levels of system performance and oversees all aspects of implementation of software and upgrades to programs.
Identifies and determines training priorities, conducts and administers training programs, develops and improves training guidance.
provides technical support for failure of digital exam transmission to the National Teleradiology Program (NTP) as well as problems that may arise with CPRS, VistaRad or other software that preclude exam interpretation.
Designs and maintains a quality control program for digital radiographic images.
Assists users with security training, completion of all required security request for as designated by the ISO.
Identifies problems, gathers data, performs analysis and proposes solutions to problems and barriers to establishment of an efficient, cost effective digital imaging environment.
Possess extensive knowledge of clinical services and the administrative aspects of health care delivery.
General Radiology/DRT - 25%
Responsible to the radiologist for the quality and quantity of radiographic exams performed.
Practices radiation safety to reduce exposure to patient, staff and self.
Performs quality control of the images produced, assessing for proper exposure, positioning and annotation.
Properly sets up room and equipment for fluoroscopy procedures and assists radiologist during such exams.
Quality Management - 20%
Provides reports related to Imaging Service as requested.
Tests and evaluates devices and accessory equipment.
Performs weekly imaging repeat analysis, identifying and addressing possible areas of concern.
Performs image review for quality and monitoring of average dose values.
Monitors contrast and dose documentation, hand-off communication and questionnaires or other Performance improvement Data tracking.
Med/Surg Clinical Software Management - 5%
Develops and maintains expertise in all current and future Med/Surg software in order to teach functional aspects of software to clinicians, maximize clinical applications of software, troubleshoot software, extract needed data from software, update/install/maintain software and respond to emergent clinical situations involving software.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d)
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.]
Education. Completion of a full-time training course of at least 24 months in duration (or the 2 equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).]
Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations Diagnostic Radiologic Technologist (Quality Management), GS-11:
Quality Management Technologist. This position has full oversight responsibility of departmental Quality Management program and may also include oversight of a departmental Quality Improvement (QI) program. That may include directing the work of lower graded staff. The technologist performs daily inspection[s] of radiographic units to ensure proper mechanical functionality and ensures daily functionality of CR readers. The technologist provides in service training for technologists and other personnel involved in the operation and maintenance of CR readers, DR panels, and other PACS type of operations maintained within the department. The technologist coordinates scheduling of preventative maintenance for modalities either through biomedical engineering or local contractor service. The technologist works with physicists to ensure compliance with radiation safety program and for acceptance testing of all new 15 installations of equipment. The technologist maintains accurate records, as required by management, for quality assurance analysis, quality control, performance improvement, and other related purposes. The candidate must demonstrate all of the following technical KSAs:
Knowledge of all Joint Commission on Accreditation of Healthcare Organizations (JCAHO), Occupational Safety and Health Administration (OSHA), and VA standards regarding radiology quality assurance and other technical functions.
Ability to train staff on quality assurance and control.
Knowledge of inventory management systems.
Knowledge of x-ray and other image-producing machinery in order to design and operate a complete radiology quality assurance program.
Knowledge of physics and physical properties of CR and DR panels and image production to diagnose difficulties in x-ray machinery and post processing equipment.
Preferred Experience: Five (5) years of PACS experience. Must have prior experience working with medical software, as well as, the ability to learn and become subject matter expert on mew medial software.
