Duties
The United States Space Force (USSF) Space Training and Readiness Command (STARCOM) 1st Delta Operations Squadron (1 DOS) at Vandenberg Space Force Base, California is searching for a Budget Analyst (NH-0560-03, GS 12/13 equivalent).
Description:
Budget analysts are critical to Space Delta 1 and their ability to fund and deliver training to Guardians. Space Delta 1 budget analysts serve as financial managers who work together with squadron resource advisors/requirement owners and contracting/construction offices to enable Guardian training/development and procurement while ensuring they have the financial resources required for mission success. As a budget analyst, you will analyze, distill, and transform financial and performance data from multiple sources into data visuals that are essential to program managers and Space Delta 1 leadership. On a day-to-day basis, you will leverage your expertise to exercise core Space Delta 1 financial processes to include the preparation of budget justification materials, manage funding appropriated by Congress, developing/maintaining annual funds spend/execution plans, and will work closely with stakeholders to ensure seamless execution of the Space Delta 1 mission in a dynamic environment.
Performing work in all phases of budget administration, including formulation of budgets to support plans, programs and activities; execution of budgets; and, presenting and justifying budget estimates. Managing year-end closeout of the current year budget execution. Performing budget execution through development of program spend plans, creation of funding documents, monitoring/analysis of contractor performance providing assessments/recommendations to management. Preparing multi-year program funding strategies through budget formulation, consistent with program cost estimates, in support of future budget requests. Effectively communicating analysis of issues, conducting research, and drafting or coordinating recommendations to address budgetary challenges. Auditing funds management systems and creating courses of action for compliance.
The ideal candidate will have a bachelor's degree in a related occupation (business, finance, etc.). Background working as a budget analyst in a high tempo dynamic environment responsible for successfully managing multi-million-dollar budgets and strategic planning. Experience with the federal budget process such as budget execution/budget formulation, and justification that demonstrates knowledge of commonly used budget methods, processes, procedures, and regulations. Experience using financial databases and systems, and spreadsheets to accomplish budget-related tasks. Experience as an efficient and detail-oriented budget analyst with a proven track record of advising/briefing senior leaders, creating senior leader briefs, writing financial management guidance, training resource advisors, solving problems, collaboration, communication, independence, and time management. Financial Management (FM) Level 2 Certification is required for this position. Extensive experience with Microsoft Excel, PowerPoint, Comprehensive Capital Analysis and Review (CCAR) and federal government FM systems is desired.
Key Skills and Abilities:
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Space Force and Air Force organizations pertaining to budget formulation and financial management to provide guidance to subordinate units.
3. Knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, applications, and data structures.
4. Knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, 0MB Circulars, and Congressional legislation.
5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
6. Ability to plan, organize, mentor, motivate, and direct subordinate teammates in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments.

- Employee must be able to obtain and maintain a Top-Secret clearance.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- This position is designated as a Testing Designation Position (TDP) under the Air Force Civilian Drug Testing Program.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be subject to recall during other than normal duty hours and may be required to work overtime on an unscheduled or emergency basis.
- Employee must within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training.
- This is a Financial Management Level 2 Certified position IAW the national Defense Authorization Act (NOAA) 2012, Public Law 112-81, Subtitle F-Financial Management Section 1599d.
