The primary purpose of this position is to serve as Assistant Chief for Fire Prevention planning, directing, and coordinating all activities of the technical services program

Duties

Continued from Summary: including a comprehensive inspection program of all on-base facilities to detect and eliminate hazards in a high fire expectancy area, and a base-wide population motivation training program in fire prevention. Supervises a small subordinate staff (typically less than 5 positions with at least one civilian). Duties: As the Assistant Chief of Technical Services, participates in the administration and planning of a comprehensive fire prevention program at the installation. Plans, administers, and supervises the fire prevention education program. Coordinates public relations activities and uses the news media to promote fire safety. Reviews construction and modification plans, confers with engineers, and provides technical/functional assistance on fire prevention and building design criteria. Performs supervisory personnel management responsibilities for a small subordinate staff with at least one civilian position. Advises and provides counsel to employees regarding policies, procedures, and directives of management. This position will support the Federal Government's response to efforts to COVID-19.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

  • The duties of this position meets all requirements as a category 4 designation,

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Fire Protections and Prevention Series 0081. SPECIALIZED EXPERIENCE FOR CURRENT OR PRIOR FEDERAL EXMPLOYEES: Applicants must have at least one year of specialized experience at the GS-09 (or higher) grade level or equivalent in other pay systems that demonstrates the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. SPECIALIZED EXPERIENCE FOR EXTERNAL APPLICANT: Applicants must have at least one year of specialized experience at the GS-10 (or higher) grade level or equivalent in other pay systems that demonstrates the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required for Current and Prior Federal Employees to meet the time-in-grade requirements for the GS-11 level. One year at the GS-10 level is required for External Employees to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes. Knowledge of the theory of fire propagation and progression and the application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity. Knowledge of the layout, design, construction, and contents of buildings; location of fire protection systems; and other similar characteristics of a typical DOD installation. Ability to interpret facts, analyze, evaluate, and make sound decisions. Ability to plan, organize, and direct functions and to mentor, motivate, and appraise the staff of an organization. Ability to communicate effectively, both orally and in writing. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level.
