Duties

Serve as the Administrative Officer for the Directorate. Coordinate administrative matters with management personnel to assure adherence to administrative policies. Serve as personnel administrator for the directorate and as such is the focal point for manpower and personnel actions. Serve as point of contact for all Resource Management actions to include manpower and budget issues. Serve as directorate training coordinator by maintaining training records for civilian personnel. Perform a variety of administrative functions essential to the direction and operation of the directorate as well as being responsible for planning, developing, and managing. Administer the Management Control program, by instructing manager on program implementation and compliance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a National Agency Check with Written Inquiries (NACI) (Tier 1) security background investigation.
  • This is a term position it is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated to an employee it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time. Specialized Experience: One year of specialized experience which includes a variety of administrative functions essential to the direction and operation of the directorate. Reviewing and interpreting regulation and programs guidance regarding personnel and manpower function. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementClericalEducation and TrainingPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
