Duties
Manages the NIST Foreign Guest Research Program and oversees other Foreign Nationals Associate engagement, such as IPA's, SURF, facility users, and contractors across NIST organizations.
In this position, you will:
Independently analyzes policies and regulations to make accurate Visa determinations and ensure all agreements adhere to NIST requirements.
Responsible for preparing reports from NIST Associates Information System (NAIS) to inform research security reviews, identify trends and evaluate program effectiveness.
Recommends programmatic changes to NIST leadership and implements changes to improve and streamline operational activities.
Analyzes Foreign National Associate processes to make recommendations to enhance efficiency and productivity impacting NIST-wide FNA programs.
Serves as a primary liaison for J1 waiver requests with the Department of State, and for SEVIS with the US Citizenship and Immigration Services.
Researches, analyzes, and monitors immigration rule updates and advises IAAO, NIST leadership and stakeholders of relevant changes.

Qualifications
This position requires one year of specialized experience equivalent to at least the GS-11 (ZA-2 at NIST) level. Specialized experience is defined as: Expert in J1 Exchange Visitor Program and NAIS including data entry and use, and report preparation and analysis. Expert in FGR program and experience with reviews and approvals of all categories of FNAs. Experience with SEVIS and US immigration/naturalization processes, and in liaison with other USG agencies involved in visiting scientists and immigration issues including Dept. State, DOC Customs and Immigration, DHS. Mastery of USG policies and procedures with respect to foreign national associates. Expensive knowledge of NIST org. Experience in assisting FNAs and NIST technical and admin staff on FNA issues.
