Insider Threat Representative (ITR) Chief, in support of DITMAC's Insider Threat operations. The ITR Chief serves as the DCSA Insider Threat Program (InTP) supervisory point of contact within the assigned geographic region/office to provide support to DCSA's Field Operations Missions; Personnel Security and Industrial Security missions, as well as support to the DoD Insider Threat Enterprise requirements.

Duties

As a SUPERVISORY INSIDER THREAT ASSESSMENT ANALYST you will be responsible for the following duties: The incumbent serves in a supervisory position as the Insider Threat Representative (ITR) Chief within DITMAC. The incumbent will be required to perform the full range of operational support to all ITR's within their assigned locality. The incumbent supports DCSA's insider threat mission through the following duties and responsibilities:

  • Special Sensitive clearance (TS) with Sensitive Compartmented Information (SCI) access must be obtained and maintained.
  • Requires occasional temporary duty (TDY) travel
  • Work Environment: The work is predominately sedentary with no unusual physical requirements. The work is typically performed in an office setting, with some walking, bending, and carrying of files required.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated leadership abilities, exercising management skills and decision-making processes, garnering buy-in and support, and effectively communicating with top-level management. Experience in providing cross-functional collaboration, information sharing, analysis and input into the installation commander's or civilian equivalent leader's risk assessments. Experience in establishing collaborative relationships with leaders, prevention stakeholders, prevention experts, and Military and civilian community-based resources. Strong oral and written communication skills that expresses ideas and facts to individuals or groups effectively and communicates written information (for example, facts, ideas, or messages) in a brief, clear, and organized manner that is appropriate for the intended audience. Strong knowledge of DoD Insider Threat Efforts. Specifically you will be evaluated on the following competencies: Program Outreach - Develop and implement programs and activities to establish, maintain, and enhance public awareness and enable mutually beneficial relationships to meet the needs of stakeholders. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. Communication Skills- Ability to effectively communicate in writing and orally to internal and external stakeholders to further the activity. Leadership - ability to lead a complexity multi-level organization.
