The primary purpose of this position is to serve as a key analyst and expert performing professional and strategic level planning to execute Air Force Global Strike Command level mission goals and objectives. Planning involves establishment of long-term vision, mission definition and identification of organizational values requiring the design, development, and adaptation of mathematical, statistical, econometric, to provide advice about the probable effects of alternative courses of action.
Duties
Serves as the recognized technical advisor to the installations across the command in Art of the Possible (AoP) implementation and execution.
Directs, coordinates, and oversees project/study work.
Develops and implements the Command's AoP program.
Represents the command at higher levels within the command.
Accomplishes professional development and maintains technical proficiency

- A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely-related scientific discipline is highly desired. Advanced degree(s) are preferred.

- Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
- Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer and mentor is desired.
- The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The employee is required to obtain and maintain a Secret clearance for this position.
Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include thorough knowledge in applying quantitative and qualitative AoP process methods and techniques to issues or studies concerning the productivity and effectiveness of programs; knowledge of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources (people, money, or equipment) in the area studied; expert knowledge to plan, schedule, conduct, and facilitate projects and studies to evaluate and recommend ways to improve the productivity of work operations in a program or support setting; thorough knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; Expert knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; mastery in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of command organizational structure and its supporting elements and programs, missions, policies, goals, and philosophies.
2. Expert knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve, and conduct training/course content.
3. Expert knowledge of process improvement techniques such as Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow charting.
4. Mastery in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI.
5. Mastery in developing innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance.
6. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons to present and recommend solutions in a logical, cohesive format. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
