Duties

You will establish the branch strategy for providing acquisition support of assigned programs and ensure its execution. You will perform functions relating to the planning, development, advertisement, award, and administration of contracts for the procurement of supplies, services, professional services, construction, and construction oversight across shore sites. You will establish overall acquisition strategy, in collaboration with scientific/engineering personnel and legal advisors. You will select the contract type, develop the pre-negotiation position, develop language for contractual provisions to deal with any special circumstances, and resolve other contractual issues. You will resolve complex pre- and post- award issues elevated to your attention by subordinates. You will establish and monitor branch procedures for contract administration. You will serve as a member of the Contracting Division leadership team.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NO-04pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) Knowledge of principles of acquisition planning including pricing arrangements, cost accounting, and life cycle costing and related disciplines and functions involved in the systems acquisition process, such as design or systems engineering, integrated logistics support, and financial management to develop and implement a plan to procure a multi-year program or system. 2) Knowledge of Federal, agency, and local contract laws, regulations, principles, methods, processes, contract types, special provisions, and incentives to determine the best contractual method command-wide, agency-wide, or Government-wide for procurement of a variety of long-term requirements for specialized equipment, services, or construction requirements. 3) Knowledge and experience in the advance planning, negotiation, and administration of highly complex contracts involving extensive specialized equipment, services, or construction requirements. 4) Knowledge of contracting policies and practices, performance requirements, and negotiation techniques to serve as lead negotiator in the acquisition of design services, systems, and construction. 5) Ability to meet and deal effectively with stakeholders at all levels, including contractors, government personnel, counsel, financial managers, team leader/technical authority over engineers, auditors, transportation specialists, cost analysts and others involved in the procurement process. 6) Knowledge of contract administration principles, policies, regulations, and practices for contracts with unique technical specifications and special contract provision to administer contracts, such as fixed price with re-determination provision, cost reimbursement, cost-plus-incentive-fee, reimbursable and/or contracts with incentive provisions. 7) Knowledge of contract termination policies, concepts, precedents and practices, cost and price techniques, and industry practices to evaluate contractor claims or settlement proposals. 8) Knowledge of Government contracting laws and policies including socioeconomic policies and programs, to plan, manage, and implement contracts for an organization having subordinate offices carrying out programs with small and disadvantaged businesses. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
