The employee will serve as Data Scientist with the Office of the Chief Information Officer (OCIO) analyzing a variety of data received from the regulated entities (the Enterprises) to identify problem trends and contribute to the development of data-driven program and organizational solutions.
Duties
The Data Scientist assists the Chief Data Officer with implementing aspects of the Agency's data governance and lifecycle data-management programs as well as the production of public-data products.
Major Duties & Responsibilities
Plans and carries out specific tasks and assignments in support of data governance, data management, and the production of public-data products
Assesses various processes, policies, and standards to validate that organizational data complies with safety and storage-security requirements
Analyzes various data sources to develop data-driven insights and potential solutions to the organization to streamline pre-identified processes
Applies well-established data management principles, procedures, and tools such as data backup, data recovery, data dictionaries, and data-standardization processes to produce organized and reproducible data projects that are well documented and, as needed, facilitate collaboration with other data analysts/scientists
Conducts analytical investigations using scientific methodology and problem solving to improve the quantity, quality, and usability of public-data assets
Partners in the development and management of the Agency's Application Programming Interface (API) service for public data
Performs statistical analyses of Agency data; analyzes and mines complex data from a variety of sources to identify patterns and correlations among the various data points that are primarily of a factual nature so as to develop viable projections
Researches, analyzes, transforms, and interprets a variety of complex data from the regulated entities, the public, Federal agencies, and internal operations.
Provides technical support in Agency data-governance operations and activities
Manages the Agency's Comprehensive Data Inventory which includes periodic collection, collation, and reporting of key data sources using information from data managers and populating the Agency's data catalog

Collaborates with others in the design and implementation of processes which support improvements in the Agency's analytics and data-management infrastructure
Assists efforts to assess and document data processes and data architectures and to develop recommendations for data process and data-architecture improvements
Participates in the planning and testing of new tools or solutions designed to further modernize the Agency's data and analytics infrastructure
Performs other duties as assigned
Requirements

Qualifications
You may qualify for your desired series and grade level if you meet the following qualification requirements:
BASIC REQUIREMENTS:
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
In addition to meeting the above basic education or education and experience requirements, applicants must also meet the following minimum qualifications for their desired grade level:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-09: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level and/or directly related education as described below. From the description below, if you choose options "B" or "C" you must provide transcripts with your application.
A. Experience: I qualify for the EL/GS-09 because I have at least 52 weeks of specialized experience at the EL/GS-07 or equivalent demonstrating work experience with all of the following:
Assisting others with data research, data collection, and data processing using various analytical tools and techniques to develop findings for reporting;
Using various automation tools (such as Excel, Power BI, Power Query, Python, SAS, and SQL) to identify/evaluate various data sets; and
Reviewing, analyzing, and providing information from multiple systems to prepare data reports to both technical and non-technical audiences.

B. Education: Completion of two (2) academic years of graduate-level education, or a master's degree or equivalent graduate degree from an accredited college of university directly related to the work of the position (e.g., mathematics, statistics, computer science, data science, economics, geography, public policy or field directly related to the position.)

C. Combination of education and experience as described above in options "A" and "B". Note: Less than one year of specialized experience may be combined with graduate education more than the amount required for the next lower grade level. One academic year of graduate education is the number of credits hours determined to represent one academic year of full-time study (i.e., 18 semester hours (or 27 quarter hours).

Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement.
To be eligible for the EL-09 position, applicants must have served 52 weeks as an EL/GS-07 or higher in the Federal Service.
