You will serve as a Supervisory Construction Engineering Technician in the Construction Branch, Resident Officer in Charge of Construction (ROICC), of NAV FACILITIES ENGINEERING COMMAND SE. Duties

You will assign work to junior employees based on priorities, difficulty of assignments, and the capabilities of employees. You will advise leadership on technical requirements based on the results of inspections or assessments. You will monitor construction to assure compliance with contracts provisions and standards. You will determine best practices for key work processes and standardization of work procedures to optimize efficiency and effectiveness. You will direct Engineering Technicians providing construction management, contract technical support, and site management for project assigned .

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes while conducting site visits, as determined by site conditions and applicable safety regulations.
  • This position may require travel, up to 25%, from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing construction reviews of plans and specifications for technical soundness and practicability; 2) Utilizing construction project scheduling knowledge and expertise to track progress of projects; 3) Preparing technical analysis, cost estimates, and reviews engineering designs for proposed changes; and 4) Ensuring contractors' compliance with safety and environmental requirements.
