You will serve as a DIRECTOR of UNDERSEA WARFARE (USW) OPERATIONS, PLANS AND ENGAGEMENTS in the UNDERSEA WARFIGHTING DEVELOPMENT CENTER in the OPERATIONS, PLANS AND ENGAGEMENTS DEPARTMENT (N5).

Duties

You will serve as the primary point of contact for the UWDC Commander (RDML/O-7) on all Undersea Warfare (USW) Operations, Plans and Engagements. You will manage, coordinate, and direct all undersea warfare and are responsible for the execution of Integrated Warfare for the Navy's Undersea Enterprise (USE). You will independently represent the UWDC Commander in all matters related to plans and policies for Integrated USW. You will provide oversight, advice, and recommendations in developing policies, design concepts, and in establishing procedures and goals for the full range of Fleet support programs and requirements. You will direct, coordinate, and execute at-sea USW operations to ensure tactical development goals and objectives are met. You will ensure requirements are incorporated into the budgetary and programming process of the Navy. You will provide senior-level oversight of warfare areas that extend across all Navy platform communities that is critical in both littoral and open-ocean warfighting. You will manage and lead Fleet USW operations across all warfare disciplines and levels (Unit, Strike Group, Theater and Joint Task Force Commander). You will interact with leaders in civilian industry in the development of advanced warfighting systems. You will attend and participate in Joint Service, Secretary of Defense, and separate agency working groups and panels that involve several projects, programs, and actions. You will establish performance objectives and product expectations, and accept, amend, or reject products and work. You are responsible for disciplinary actions such as warnings and reprimands and will recommend actions in more serious instances.

Qualifications

To qualify for the DIRECTOR, UNDERSEA WARFARE (USW) OPERATIONS, PLANS AND ENGAGEMENTS, GS-0301-15 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with current Fleet USW operations, and USW operations from tactical to strategic levels at the Theater and Strike Group levels, Reconstruction and Analysis and Active Sonar Operation proficiency. Experience developing and validating undersea warfare tactical procedures, identifying undersea tactical systems capability gaps, and interfacing with platform communities such as surface ships, aircraft and submarines. Experience planning and designing projects and studies to improve UWDC's capability and capacity in support of the Department of the Navy and USW mission execution requirements. Experience collaborating with Fleet, Type Commander, Theater or Strike Group naval operations at the senior leadership/command level (GS-14/15 or O-5/O-6 or above). Experience developing executive level correspondence and documents at the Flag/SES levels, to include developing, recommending, and presenting proposals involving agency resources or changes in established practices and procedures. Experience analyzing, interpreting and applying legislation, policy or other directives to assess the impact of programs to develop, recommend, or defend the command's position on various issues. Experience briefing Flag/General Officers and high-level DoD personnel, and communicating both orally and in writing, with senior officials from a broad array of activities including Federal/Local Government agencies, Congressional Staffers, and private industry, and briefing Flag/General Officers and high-level DoD personnel. Experience with strategic planning theories, concepts, systems, and national security decision-making processes as well as DoN, DoD and Joint Doctrine development, and organizational design.
