The following are the duties of this position at the full working level.
In a developmental capacity, the incumbent will provide compliance assistance to Estate Tax managers and attorneys. Incumbent also will learn to provide customer assistance to state representatives, heirs of the estates, donors, attorneys, accountants, and representatives from state taxing authorities.
Under the direction of Team Leaders or Estate Tax Attorneys, analyzes eligibility for qualification of estates for installment payments as provided by the Internal Revenue Code Sec. 6166; communicates with estate representatives for additional factual information; works with other service center and field office employees on specific estates which have been set up for installment payments. Responds to basic technical requests and/or taxpayer inquires.
Reviews and analyzes returns for examination potential, referencing examination compliance criteria standards which vary from state to state.
Responds to taxpayer inquiries regarding general technical issues, which may require research. Determines the need for additional information (wills, IRS records, etc.) and forwards it to Estate Tax Attorneys as appropriate. Provides guidance and assistance on reconstruction of missing information from taxpayer records.
Under the general supervision of the Estate Team Leaders and/or Estate Tax Attorney, performs research, analysis and necessary computations to recommend adjustments to estate returns and gift returns. The incumbent re-computes taxes, penalties and interest, prepares clear and concise work papers and reports, and explains actions taken to estate representatives.
Performs other duties as assigned.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. QUALIFICATION REQUIREMENTS:
SPECIALIZED EXPERIENCE: GS-07 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Experience carrying out project assignments consisting of several related tasks. The assignments must have shown experience in noting and correcting case file deficiencies, answering requests inquiries on a wide variety of tax issues, doing tax calculations and research on a wide variety of issues.
OR
EDUCATION; One (1) year of graduate level education at an accredited college or university in a related field of study. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
SPECIALIZED EXPERIENCE Grade 09: To be eligible for this position at this grade level, you must meet the requirements below. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience with paralegal assistance principles, concepts, policies and practices in carrying out project assignments consisting of several related tasks. Experience with noting and correcting case file deficiencies, developing statistical information, and answering technical requests inquiries on a variety of legal issues; Experience with performing comprehensive legal research on a variety of issues.

EDUCATION: You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field pertinent to legal analysis work such as law or paralegal. OR 2 full years of progressively higher-level graduate education leading to a graduate degree in a field of study pertinent to legal analysis work such as law or paralegal.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE Grade 11: To be eligible for this position at this grade level, you must meet the requirements below. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with paralegal principles, concepts, policies and practices; Experience researching codes, regulations and precedent cases to establish proper interpretation and application; Experience analyzing information in exhibits and applying technical tests to determine if statutory requirements are met; Experience applying various aspects of federal and state law, estate and gift tax areas; Experience utilizing various legal research resources including state law, manuals, policies and procedures, and computerized reference sources and/or publications.
OR
EDUCATION: You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of study pertinent to legal analysis work such as law or paralegal. OR 3 full years of progressively higher-level graduate education leading to a graduate degree in a field of study pertinent to legal analysis work such as law or paralegal.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
