This positions serves as a program specialist that provides specialized and professional guidance, leadership, coordination, and program direction.

Duties
The program specialist is responsible for providing technical leadership and guidance on agroforestry with a focus on agroforestry education, outreach, and network support.
Promote studies and the development of science delivery and peer reviewed publications, as well as data that will help identify high potential program delivery areas and better focus program investments.
Recommendations are consistent with enabling legislation, agency goals and objectives that are based on sound scientific ecological principles, and the needs of program partners and cooperators.

Recommends modifications to existing program direction as required.
Conducts analysis and applies findings from comprehensive technical reviews of published literature.
Leads assigned program performance accountability efforts, including enhancements to accountability databases, and strategies to improve performance measures.
Requirements
- Must be a U.S. Citizen or National.

Qualifications

Basic Requirement:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR A combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND Experience sufficient to demonstrate that possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as three or more of the following:
Provided leadership and/or guidance in the management of natural resource related programs; and/or Implemented and executed project plans for a natural resources program area or related area; and/or
Coordinated assigned programs and plans with other resource management functions; and/or Provided recommendations on development and execution of natural resource programs to ensure their accomplishment within applicable guidelines; and/or
Participated in land management planning efforts by providing resource data information, advice and members of staff to help formulate long range plans for the functional areas of the program; and/or
Developed and maintained partnerships internally and externally with federal, state, and local entities and non-governmental organizations to advance natural resources program goals and objectives; and/or
Initiated and led collaborative efforts to advance natural resource program goals and objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
