This is a temporary promotion or detail not to exceed 12 months. The position is located Research and Development Northern Research Station in Durham NH.
This position serves as a Program Manager with responsibility for the development of a scientific research program and management of assigned program area(s).

Duties
Serves as a technical expert and coordinator in providing intellectual leadership and focus on the unit’s research.
Provides expert technical leadership and program advice in the development and implementation of the unit’s research direction.
Participates as a member of the Station Leadership Team in the development of science resources policies and programs.
The position exercises the full range of managerial responsibilities over the science program.
Selects and promulgates research priorities based upon the program and Station guidelines.
This position supervises more than 20% of the time.
Requirements
- Subject to one-year supervisory/managerial probationary period. New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

This is an interdisciplinary position and may be filled in any of the job series listed below.
Basic Requirement:
For 0401:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
For 0101:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
For 0110:
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as 3 or more of the following:
Applied knowledge of natural resources research practices and techniques to convey information concerning scientific topics, policies, and programs to key publics with diverse levels of understanding of scientific disciplines, programs and activities;
Initiated high priority special projects, studies, and initiatives that affect critical aspects of organizational programs;
Implemented natural resource programs and projects including programming, budgeting, and administering the organization's program of work; and/or
Provided advice, briefings, assistance and counsel to leadership on responding to the media and/or congressional staff on scientific topics and program activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
