This is a temporary promotion or detail not to exceed 1-year located Research and Development Washington Office in Washington D.C. or your current duty location.
This position serves as a National Program Leader for Wildland Fire and Fuels Research. The work requires extensive professional knowledge of atmospheric sciences, ecology, climate change and wildland fire.

Duties
This position acts as a National Program Leader for Wildland Fire and Fuels research and exercises full range leadership responsibilities.
Proposes adjustments to better integrate program activities with other FS programs to increase service to clients.
Identifies and proposes ways to eliminate duplication and redundancy in programs, increasing cost-efficiencies in program delivery.
Meets with clients of the program from inside and outside the agency to represent the program, mission area, and agency.
Gathers information on capital investments in facilities and technology needed to achieve program objectives and builds the budget requests and justifications needed to support the recommended investments.
Provides leadership within the assigned program for improving workplace safety and for becoming a more inclusive organization.

Basic Requirement:
For Biological Scientist (0401) series:
Degree: successful completion of a full 4-year course of study leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
--OR--
A combination of education and experience: courses equivalent to a major described above, plus appropriate experience or additional education.
For Physical Scientist (1301) series:
Degree: successful completion of a full 4-year course of study leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
--OR--
Combination of education and experience: 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics, plus appropriate experience or additional education.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-15: You must have one year specialized experience equivalent to the GS-14 in the Federal service. Specialized Experience is defined as 3 or more of the following:
Served as a recognized expert in the field of wildland fire and fuels with a record of publication;
Served as a consultant and advisor to policy and decision makers as a recognized authority in wildland fire and fuels science;
Provided strategic network leadership to establish natural resources research program vision and build coalitions locally, regionally, or nationwide; and/or
Built strategic alliances with other agencies and organizations to enhance delivery of programs, science, and information related to forest management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
This requirement must be met by the closing date of this announcement.
