You will serve as a Safety & Occupational Health Manager in the Environmental, Safety & Health (ESH) Department (Code 106), Fire Safety Division (Code 106B) of SOUTHEAST REG MAINTENANCE CTR SERMC.
Duties
You will be the technical and supervisory management of seven Fire Safety Officers (FSO) at the GS-12 level.
You will be responsible for assigning work to subordinate staff to ensure that established goals, priorities, and schedules are met.
You will perform all normal personnel administrative actions (to include hiring, promotions,
performance assessments, timekeeping, etc.).
You will ensure subordinate work assignments are accomplished within established
guidelines, and are technically, and administratively sound.
You will be responsible to actively support and promote the Equal Employment Opportunity (EEO) policies and communicating support of these policies to subordinates.
You will be responsible for development, planning and implementation of shipboard fire prevention and response,
You will be responsible for ensuring fire prevention and safety compliance during availabilities IAW NAVSEA TECH PUB 8010.
You will be responsible for formalizing fire prevention and response policies and ensuring application of required standards and lessons learned to continue to improve the fire safety program.
You will be responsible for managing specialized programs such as but not limited to the Respiratory Protection Program, Fall Protection Program, Fire Warden, Traffic Safety and Recreational Off-Duty Safety.
You will be the technical expert in specialized areas related to occupational safety and health issues and researches and ensures implementation of recent changes and developments in safety and health laws as they apply to SERMC
You will be responsible for managing the collection, development, implementation and maintenance of strategic occupational safety and health reports and metrics used to report data to the command, CNRMC and NAVSEA.
You will be subject matter expert in conducting unplanned and mishap investigations and reviews detailed reports for completeness.
You will apply extensive experience conducting risk assessments using the principles of Operational Risk Management in determining and evaluating hazards associated with production work.
You will be identifying hazards, coordinating abatement, assigning Risk Assessment Codes (RACs), documenting and communicating identified hazards at the appropriate levels as required.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience and knowledgeable of Navy Occupational Safety and Health Programs (NAVOSH), Occupational Safety Health Administration (OSHA) and Industrial Ship Safety Manual for Fire Prevention and Response (8010) requirements and regulations. Can properly apply these requirements and regulations to ensure compliance.
Experience and subject matter expert on fire prevention and response and able to establish standard requirements and responses to fire safety related issues and concerns.
Experience identifying hazards, assess risk and prescribe hazard prevention measures.
Experience conducting mishap/unplanned investigations to include establishment of temporary controls and long-term corrective actions. Able to administratively complete investigation, determine casual factors, and determine abatement/corrective actions.
Experience reviewing findings of inspections with supervisory personnel citing hazardous conditions and unsafe acts/practices and identifies alternative adjustments in work processes to correct deficiencies.
Experience managing collection, development, implementation and maintenance of strategic occupational safety and health reports and metrics used to report data as required.
Experience preparing training via different venues to include formal classroom, safety bulletins, slogans and other educational materials necessary to communicate and develop a safety program.
Experience conducting independent safety and occupational health research of pertinent OSHA, NAVOSH and technical literature to maintain compliance is areas such as processes, equipment, materials, facilities, personnel protective equipment, control devices and measures, products and services to others.
Experience analyzing data to develop trend data for accident analysis, hazard abatement and near misses.
Experience developing methods for reversing unfavorable trends. Investigate reports of Unsafe or Unhealthful working conditions.
Experience preparing final reports or findings with recommendations to correct the unsafe or unhealthful conditions within time constraints as required by laws and regulations.
Experience and ability to communicate effectively both written and orally to various levels of personnel to include upper management.

Education
BASIC EDUCATION:
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
