You will serve as an OCEANOGRAPHER in the FLEET CAPABILITIES (N9) THIRD SUBDIVISION of COMNAVMETOCCOM.
Duties
You will plan and coordinate the development and execution of Naval Oceanography products and services that support undersea warfare.
You will assist in the implementation of technical programs related to Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) of Naval Oceanography products, services.
You will oversee and guide the development of capability gaps, roadmaps, and Naval Oceanography Integrated Priority Lists (IPLs) associated with Naval Oceanography for use in Program Objective Memorandum (POM) development and budget execution.
You will serve as the principle technical authority for establishing the top-level requirements for the next generation of multi-mission oceanography survey. (T-AGS class).
You will conceive, suggest and monitor policies, programs, and special projects and experimentation dealing with TAG-S ships.
You will develop agency-level programs and policies for Naval Oceanography to support Navy and DoD warfighting and peacekeeping capabilities.
You will analyze technical policy, organizational and operational problems; develop timely, economical, and workable solutions; report solutions both within and outside the organization; and oversee implementation.

Qualifications
FOR THE GS-14:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience applying expert knowledge of the Naval Meteorology and Oceanography mission, functions, goals, programs, organizational and operational interfaces.
Experience with the application of physical science (i.e., geophysics or hydrography), oceanography, acoustics, mine warfare, and anti-submarine warfare theories, principles, methods and practices needed to direct the activities of large groups of scientists and specialists and to apply initiative, originality and sound judgment to the analysis and resolution of operational problems.
Experience analyzing requirements generated by the Oceanographic, Bathymetry, and Hydrographic (OHB) requirements process and the application of those results to T-AGS ship and unmanned systems' force level issues.
Experience applying extensive managerial skills, and broad knowledge of DoD and Navy policies and procedures.
FOR THE GS-13:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience applying expert knowledge of the Naval Meteorology and Oceanography mission, functions, goals, programs, organizational and operational interfaces.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must posses:
A. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.
