You will serve as a MORALE, WELFARE AND RECREATION (MWR) DIRECTOR in the FLEET READINESS (FR) PROGRAM of NAVAL STATION, NEWPORT, RI. .

Duties

You will plan work to be accomplished, set and adjust priorities, and prepare work completion schedules to deliver MWR program services to eligible patrons. You will plan, prepare, execute and monitor the business management policies and procedures of MWR. You will advise the Installation Commanding Officer (ICO) on matters relative to Fiscal Management, including planning, programming, budgeting, review, and analysis; work project programming, and control. You will oversee on-going customer relations program to inform customers of MWR services and procedures. You will analyze programs and projects to evaluate effectiveness, to identify critical areas and anticipated impact of changes in requirements and resources and to determine course of action.

  • You will be required to obtain and maintain a current valid United States drivers license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Incumbent is also required to do a financial disclosure annually.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1) Delivering a variety of quality of life programs (fitness, community recreation, special events, food and beverage operations, marinas, etc.) to active duty personnel, families, and DoD civilians; 2) Developing methods, approaches, and procedures to promote and ensure that programs are kept current; 3) Developing and executing budgets, business analyses, and program reviews for quality of life programs; and 4) Developing long term strategic plans for program, equipment and facility recapitalization.
