Duties
This is a Permanent Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately February - middle of January, and you will be in a non-pay status for the remainder of the year at least 1 pay period (2 weeks).
The incumbent serves as office receptionist answering the telephone and greeting visitors. Provides general information and directs visitors to appropriate personnel. Receives and distributes incoming mail and prepares outgoing mail for delivery. Maintains central filing systems. Serves as Travel Coordinator. Prepares travel documents including authorizations and vouchers. Serves as Timekeeper for the Park. Responsible for inputting and validating timesheets into computer system. Answers employees' questions concerning pay, hours of duty and leave.
Responsible for preparing/submitting all Park deposits using OTCnet and RBMS systems. Maintains property inventory records ensuring all property is properly numbered and accounted for. Conducts the purchasing of micro purchasing. Serves as the Park's Requisitioner. Enters all purchase requests into the financial system. Submits payments on all invoices. Receives incoming supplies, materials, and equipment. Orders and maintains office supplies. Uses computers and software for data collection, analysis, and collating. Prepares and type reports, letters, forms, and memorandums.
Execute transactions and document activities in an automated financial accounting system. Performs related work in other administrative areas to broaden understanding of NPS activities.
AREA INFORMATION:
Cumberland Gap National Historical Park is in Kentucky, Tennessee, and Virginia. Park Headquarters is in Middlesboro, KY. Middlesboro, with a population of approximately 9,000 includes facilities such as medical, dental, and shopping centers. Elementary schools are in Middlesboro, KY, Harrogate, TN and Ewing, VA. Southeast Tech Community College, which is in Middlesboro, approximately 3 miles from the Park, has a 2-year program. Lincoln Memorial University, located in Harrogate, approximately 2 miles south of the Park, has a 4-year program. Summers are warm and humid with temperatures in the 90's; winters are normally cool with low's occasionally 15 degrees; elevation is 1040 feet. Qualifications
All qualifications must be met by the closing date of this announcement-12/30/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
SELECTIVE FACTOR: This position requires candidates to be proficient in typing. In addition to meeting the experience and education requirements below, candidates MUST be able to type 40 words per minute (based on a 5-minute sample with three or fewer errors). To demonstrate this proficiency, your resume must clearly indicate that you possess the ability to type at least 40 words per minute. You may also submit a performance test result taken within the last 3 years.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement.
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Performing administrative functions such as payroll, personnel, travel, and/or correspondence, using office procedures and equipment, organizing and analyzing numerical information, and meeting and dealing effectively with others. You must include the hours per week worked in your resume or you will be found not qualified.

EDUCATION: Successful completion of at least 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. You must include your transcripts if qualifying based on education.

Successful completion of a combination of education and experience as described above. To combine education and experience, only education in excess of the first 60 semester hours (i.e., beyond the second undergraduate year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The total combined specialized experience and education must equal at least 100 percent of the required length of the specialized experience to qualify. You must include a copy of your transcripts in your application package.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
