This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Health Promotion Officer (HPO) at the Defense Language Institute Foreign Language Center (DLIFLC) providing support to the DLIFLC installation and the Presidio of Monterey community.

Duties

Heads the Health Promotion Council (CHPC) process. Monitors and advises on installation health promotion activities. Checks the execution of health promotion, risk reduction, suicide prevention, readiness and resiliency directives. Responsible for coordinating, planning, organizing, and implementing comprehensive health promotion and wellness through the Commander's Ready and Resilient Council (CR2C) process. Develops contingency strategies to achieve health promotion initiatives. Facilitates the acceptance of changes in the CR2C methods, practices and programs. Identifies and integrates installation health promotion and training resources. Presents findings, options and recommendations by briefings, staff reports, or information papers as directed. Plans, leads and conducts analysis of programs that include the promotion of concepts, principles, and leading practices and strategic planning, and coalition building. Anticipates future issues and leads planning and shaping efforts to mitigate emerging threats.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for a Health Promotion Officer: Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1)experience managing health related programs; 2) experience establishing working groups and unit Health Promotion Teams; 3) experience developing contingency strategies to achieve health promotion initiatives; 4) experience conducting analysis of existing capability and resource issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade: Time in grade does not apply because this is a DoD DHA solicitation and subsequent appointments result in a new federal civil service appointment.
