You will serve as a Supervisory Interdisciplinary Engineer in the Instrumentation and Data Acquisition Branch of NAVAIRWARCENAC DIV.

Duties

You will plan work and prepare performance plans covering work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. You will evaluate work performance of subordinates, recommend official performance ratings, and give advice and instruction to employees on both work and administrative matters. You will hear and resolve complaints from employees while referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. You will identify training needs of employees, provide needed development and training, and find ways to improve production or increase the quality of work directed. You will supervise personnel and adjust short-term priorities for the completion of work by subordinates. You will ensure sound fiscal management by observing and applying position management and classification principles while providing information to higher-level management on future staffing and equipment needs. You will serve as the primary point of contact with internal personnel, contractors, and sponsors to help review work proposed by other employees to handle major issues and controversies.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09/12) grade level or pay band (NM-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Supervising personnel and adjusting short-term priorities for the completion of work by subordinates while also preparing work schedules; (2) Assigning work to personnel based on priorities as well as evaluating work performance on both technical and administrative matters; (3) Completing and approving timekeeping documents and leave requests, training requests, travel orders, and miscellaneous forms and/or correspondence; (4) Ensuring sound fiscal management by observing and applying position management and classification principles while providing information to higher level management on future staffing, facility space, and equipment needs; (5) Acting as a project/team leader for medium to large (or for major subsystems and subunits of very large) technical projects and/or programs or business initiatives; and (6) Serving as the primary point of contact with internal personnel, contractors, other managers, or sponsors to help review expanded or alternative work proposed by other employees or contractors to handle major issues and controversies. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

0801/0850/0855/0861 SERIES:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

OR
Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
