A successful candidate in this position will serve as a Supervisory Government Information Specialist (Director of FOIA/PA) who will direct a group of federal information specialists engaged in processing of all NNSA Freedom of Information Act (FOIA) and Privacy Act (PA) requests and develops work plans based on external trends and events. The FOIA Director will serve as the Contracting Officer's Representative (COR) for a support service contract under which FOIA support is provided.

Duties

As a Supervisory Government Information Specialist, you will Supervise a team of Government Information Specialists. Oversee administrative processes or actions related to FOIA/PA requests. This includes researching, analyzing, and evaluating data for response requests. Review, analyze, and process requests in accordance with Federal law, regulations, and policies. The requests may concern maintenance issues related to the confidentiality of personal information, proprietary information, law enforcement records, classified information, and operation security information. Assign requests to the appropriate office (or transfers them to the Appropriate agency) to search for responsive records. Advise other Agency staff on FOIA/ PA processes and the application to files and records. Review and analyze records for release determinations in accordance with FOIA/PA and applicable guidelines. Respond verbally and in writing to personal, telephone and written inquiries for information and educational material from the public, as well as internal and external customers.

Specialized Experience Requirements: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, NQ-03 or GS-14. Specialized Experience for this position is defined as: managing or leading a Freedom of Information Act (FOIA) and Privacy Act (PA) program, which includes developing plans/strategies and guidance. Examples of qualifying experience includes: 1. Providing technical and administrative advice regarding a Federal, state, or local Freedom of Information Act (FOIA) program or private sector information disclosure program. 2.Providing advice in the development and oversight of policies, practices and procedures relating to the FOIA or information disclosure program. 3.Interacting and communicating with federal or large private sector agencies, AUSAS, agency counsel, FOIA attorneys, and/ or plaintiffs on matters relating to FOIA or information disclosure litigation processing. 4. Supervising and/ or leading a team. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.
