The primary purpose of this position is to serve as Communication Cable Splicing Inspector. Responsible to inspect, test underground, buried and aerial copper core, single and multi-mode Fiber Optic cabling supporting systems for (C4) Command, Control, Communication, Computer, Systems Supporting Holloman Air Force Base and Tenant Units.
Duties
- Responsible to inspect the installation, maintenance, testing, troubleshooting, repair, underground, buried and aerial copper core, single and multi-mode fiber optics cabling supporting systems for command, control, communication, category-6 or higher computer systems (C4).
- Uses standard test equipment and a variety of power and hand tools while troubleshooting and repairing cables during splicing operation.
- Responsible to process civil engineering work order requests in a timely manner ensuring complete and accurately detailed description of work to be performed or marking of current cable infrastructure.
- Uses safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-2500 Wire Communications Equipment Installation and Maintenance Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is ability to do the work of a COMMUNICATIONS CABLE SPLICER INSPECTOR without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge of maintenance management practices, telephone fundamentals, electronic principals, including theory of solid-state components, digital techniques, and copper core and fiber optic transmission principles applying to telephone switching systems,
T-carriers, fiber optic modems, multiplexers, line drives and associated hardware.
2. Knowledge of electrical and light-wave communications on buried and underground copper core, coax, and fiber optics communications, and LAN systems; knowledge of electrical and light-wave communications of copper core, coax and fiber optic splicing, splicing diagrams, techniques and sealing cables.
3. Knowledge of the operation of locating buried cable faults, identifying causes of deterioration in cable transmission and tracing buried cable.
4. Ability to use, update and process engineering and installation drawings (CISRS). Ability to process AF Form 103, Digging Permits.
5. Ability to use standard hand tools and a variety of electronics test equipment.
6. Ability to obtain and maintain valid driver's license/operator permits as required to government vehicles. Practical knowledge of electronic theory to assist in the installation, removal, maintenance, troubleshooting and repair of ground-to-air and ground-to-ground communications systems including UHF, VHF and communications equipment/systems. Ability to use computer terminal and maintain records and document actions.
Physical Effort:
Employee frequently lifts and carries items weighing up to 40 pounds unassisted. Work requires climbing ladders and telephone poles and frequent bending and working in cramped awkward positions.
Working Conditions:
Work is performed inside and outside in all types of weather. Inside work areas can range from well lighted, heated and climatically controlled to poorly illuminated work areas such as attics, crawl spaces, basements and excavation sites. Employee is exposed to dust; dirt falls from ladders/poles when inspecting cables. Employee is exposed to bruises, minor cuts from handling cable and equipment from using hand tools, confined spaces. Employee may also be exposed to spiders, snakes scorpions relating to the local area.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
