THIS IS A DIRECT HIRE SOLICITATION - THIS POSITION IS BEING ADVERTISED THROUGH THE DIRECT-HIRE AUTHORITY FOR CERTAIN PERSONNEL OF THE DOD WORKFORCE. **May be filled as a Biologist, Archeologist, Ecologist or a Physical Scientist.**

Duties

You will serve as Chief, Environmental Resources Branch, responsible for planning and directing the accomplishments of investigations and analyses pertaining to navigation, hurricane protection, beach erosion, and other projects. Exercises administrative and technical supervision over professional employees in grades GS-09 to GS-13. Provides technical advice and assistance as required. Performs functions relating to review of work, including establishment and approving performance standards, accepting or rejecting completed work, and recommending disciplinary actions. Manages positions by conducting an annual review of job descriptions and conducts review as positions are vacated, determining the propriety or duty assignments, re-engineering, abolishment, etc. Directs the preparation of environmental documentation for feasibility studies, technical analyses and special studies pertinent to the evaluation of navigation, hurricane protection, beach erosion, local flood protection projects. Consults with various other subject matter specialists, develops a general plan of approach to the project, and requests compliance or data affecting or required in reports or findings. Confers and negotiates with Federal, state, and local government for cooperative investigations in connection with studies to assure optimum water resource development at considered sites. Oversees ecological, environmental and sediment and water quality aspects for proposed and authorized Civil Works projects for flood control, navigation, beach erosion, hurricane protection, recreation, water supply, and ecosystem restoration. Acts as the District liaison with higher authority on the review, interpretation and dissemination of all environmental resources related guidance. Technically reviews all Planning reports and is responsible for report adherence to current regulations on environment resources matter in accordance with Environmental Principle and Guidelines for Water Resource Studies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May be required to serve a Supervisory Probationary Period of up to one year.
  • Must possess or be willing to obtain and maintain a valid state driver's license.
  • Must be willing and able to travel up to 10% of the time for business-related purposes.
  • One year trial/probationary period may be required.

Qualifications

THIS IS A DIRECT HIRE SOLICITATION - THIS POSITION IS BEING ADVERTISED THROUGH THE DIRECT-HIRE AUTHORITY FOR CERTAIN PERSONNEL OF THE DOD WORKFORCE. Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In addition to meeting the basic educational requirement below, to qualify for this position, you must all meet the experience requirements listed below. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience is defined as: experience preparing environmental documentation for feasibility studies; experience performing investigations on the impact of a proposed project and experience presenting findings to a public or private audience. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Education

Basic Requirement for a Supervisory Archeologist:

A. Education - Degree: Bachelor's degree (or higher degree) that included 3 semester hours each in the following course areas: (1) history of archeology; (2) archeology of a major geographical area such as North America or Africa; (3) regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; (4) theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; (5) archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: (1) geography, geology, or cultural geography; (2) history, historiography, or historical archeology; (3) environmental studies; (4) scientific writing (nonfiction English composition); and/or (5) surveying; AND archeological field school. OR

B. Education - Related Curriculum: Bachelor's degree (or higher degree) in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements listed in A above (including archeological field school). Transcript required at time of application - Failure to provide will result in an ineligible rating.

OR

C. Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. Transcript required at time of application - Failure to provide will result in an ineligible rating.

OR

D. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

Basic Requirement for a Supervisory Biologist:

A. Degree:
Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Transcript required at time of application - Failure to provide will result in an ineligible rating.

B. Combination of Education and Experience:
Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Transcript required at time of application - Failure to provide will result in an ineligible rating.

Basic Requirement for a Supervisory Ecologist:

Degree: Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. Transcript required at time of application - Failure to provide will result in an ineligible rating.

Basic Requirement for a Supervisory Physical Scientist:

A. Degree:
Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Transcript required at time of application - Failure to provide will result in an ineligible rating.

OR

B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Transcript required at time of application - Failure to provide will result in an ineligible rating.
