Fredericksburg Healthcare Center (FHCC) is schedule to open in March of 2025. Those hired for these positions will be required to work at the VA Medical Center in Richmond, Virginia or one of the other CBOCs (management determination based on need) until the Clinic is open. This position works for Fredericksburg Health Care System (FxHCC) in Fredericksburg, a position which reports to the Social Work Service Chief at the Central Virginia VA Health Care System (CVHCS) in Richmond, Virginia.

Duties

The following are duties assigned, but not limited to: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Supervisory Social Workers are capable of meeting all KSAs for GS-11 and GS-12 social work qualification standards. The incumbent will participate in continuous survey readiness through ensuring staff competency folders are up to date with required documentation. Reports, PI projects, and other documentation required for accreditation are kept current and up to date. Provide documentation sufficient to meet the needs of various interdisciplinary teams engaged in the discharge planning process both within the facility and for potential placement and/or aftercare programs/facilities. The supervisor provides advice and counsel to workers related to work and administrative matters. Invokes disciplinary measures as appropriate to the authority delegated in this area. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations. Ensures staff complete all other required trainings within allowable timeframes. Ensuring patients have access to care via completion of required documents, 1010s, Advanced Directive, and other forms that assist with access to care within the VA or the community. Performs work related to the review, monitoring, analysis, planning and assessment of various programs. Responsible for key project activities related to the planning, development, and implementation of the project component. The incumbent will participate in all assigned supervisory meetings to include individual, team huddles, and will participate in, both social work and matrix, staff meetings. In collaboration with Human Resources and Credentialing & Privileging, tracks licensure for social workers, including continuing education requirements, license renewal and other requirements social workers must meet to deliver appropriate care. The incumbent will maintain licensure and maintain the ability to provide supervision for advance practice licensure without interruption. The GS-13 Social Work Supervisor performs duties independently. The incumbent reports to the Assistant Chief of Social Work at the Fredericksburg HCC and to the Chief of Social Work at the Central Virginia VA Health Care System. Other duties as assigned. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f) Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. GS-13 Supervisory Social Worker Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of 13. Physical Requirements: The work is primarily non-strenuous, though a significant amount of walking or mobility is required for face-to-face contact with patients, family members, and medical staff. Ability to lift 5- 10 pounds, mostly documents and/or binders is required. The ability to sit for 1-2 hours and do substantial computer work is required.
