About the Position: The incumbent serves as a Land Surveyor with wide latitude of independent action and decision to accomplish the mission of the Geotechnical Engineering Branch, Engineering Division. This position is located in Memphis, TN.

Duties

Establish work priorities to conform to availability of funds and resources. Oversee any new and unprecedented surveys to include, but not limited to topographic, hydrographic, remote sensing, cadastral, tribal, and construction support. Communicate timelines for team assignments, monitoring progress, reviewing products, and reporting status to the supervisor. Address complex assignments related to geomatics and/or engineering investigations. Mentor staff and coaching them in the selection and application of appropriate problem solving techniques and practices.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Business Travel / Temporary Duty (TDY) up to 20% annually.
• Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
• You must be either certified as a current A-E COR and A-E Negotiator or able obtain certification within one year and maintain said certification.

Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. OR B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education. OR C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes coordinating assigned surveying and metric mapping functions performed in-house; analyzing spatially referenced data to prepare professional reports for government agencies; and providing education, training, and mentoring of subordinate employees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Special Placement Factor: This position requires a Professional Surveying license in good standing. (MUST SUBMIT A COPY WITH APPLICATION).
