The position is in Member Services (MS), Business Support Offices (BSO), Training and Quality Management (TQM) is responsible for several program areas to include business and knowledge management, training and quality management.
Duties
Incumbent observes staff performance, providing performance feedback and productivity input and taking appropriate steps to recommend and/or effect changes when needed to enhance employee and section performance.
Resolves informal complaints and grievances; recommends personnel actions, including disciplinary and performance-based actions, when appropriate. Reviews and approves/disapproves leave requests.
Coordinates activities associated with effectiveness of programs and course deficiencies.
Provides subject matter expert knowledge and expertise on a project or team.
Provides training advice and guidance in the areas of training course development/design, delivery, evaluation and modification.
Establishes policies and procedures that provide clear guidance and criteria
Plans and distributes work, assigns projects/tasks, balances workload, keeps track of the status and progress of work, estimates and reports completion of work, provides instruction and guidance to employees.
Processes and methods used are developed by the incumbent due to absence of written, published guidelines. Incumbent must possess knowledge of work processes of all MS activities and/or possess high-level or ability to adapt and learn.
Work Schedule: M-F 700am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirements (IOR)

IOR Education: Undergraduate and Graduate Education with a Major study in Education or a subject area related to the position to be filled.

IOR Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction.
Examples of qualifying IOR Specialized Experience includes:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s)
Supervising or administering a training program
Development or review of training/course materials, aids, devices, etc., and evaluation of training results
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Performs administrative and human resource management functions relative to staff supervised. Resolves informal complaints and grievances; recommends personnel actions, including disciplinary and performance-based actions.
Designs strategies that include rapid development and accelerated processes that are essential to program success and implementation.
Provides training advice and guidance in the areas of training course development/design, delivery, evaluation and modification.
Provides subject matter expert knowledge and expertise on a project or team.
Analyzes the effectiveness of programs and operations in meeting established goals and objectives.
