Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Program Analyst, you will:
-Draft and prepare formal comments, or otherwise make authoritative recommendations, with respect to the substantial equivalence of State and local fair housing laws to the Fair Housing Act.
-Analyze and report on FHAP issues and problems and recommend innovative resolutions to these issues and problems or otherwise making substantive recommendations with respect to proposed legislation affecting HUD's fair housing programs and obligations.
-Maintain role in developing new program policies, procedures, and instructions, and in completing special projects.
-Draft and make recommendations for the Federal Register notices for the Division related to the granting or withdrawing of substantial equivalence certification and provide assistance in reviewing and developing responses to the public comments received.
-Establish and maintain liaisons with representatives of agencies having fair housing enforcement responsibilities and with HUD officials having responsibilities related to fair housing enforcement.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Monitoring the civil rights regulatory compliance of State or local agencies.
Examples could include:
- Performing research and analysis of State or local civil rights laws.; OR
- Developing remedial guidance related to civil rights or Fair Housing Act enforcement programs.
Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Reviewing State or local civil rights laws, regulations, policies, or procedures to determine applicability and conformance to federal regulations.
Examples could include:
- Performing research and analysis of existing or proposed civil rights laws, regulations and policies.; OR
- Performing research and analysis of existing or proposed program regulations and policies as it relates to federal regulations.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
