Duties

The primary purpose of this position is: To establish, maintain, strategic situational awareness, synchronizes AMC and United States Transportation Command (USTRANSCOM) requirements and operations, coordinate specific intelligence requirements, and assists in ensuring - through influencing the development of policies, plans, and operations - MAF capabilities are reliable and protected for employment globally. and to serve as the supervisor, leader, and manager providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Decision Support Office. Leads and administrates AMC Compartmented Programs Integration Cell (CPIC) for the AMC Commander. Plans, organizes, and directs the activities of the DSO, in accordance with AMC Senior Leaders' intent and in conjunction with the associated AMC community, ensuring that operations and activities comply with legal and regulatory requirements and meet the AMC Commander's needs. Balances the interest of a variety of clients, both internal and external to the organization, the Mobility Enterprise, USAF, DoD, and outside agencies to achieve mission goals and objectives. Serves as a core AMC representative within the Department of the Air Force and interested organization's compartmented communities. Exercises supervisory personnel management responsibilities. Performs compartmented access program (CAP) intelligence, special access program (SAP), and alternative compensatory control measure (ACCM) reviews and maintains continuous liaison with the compartmented enterprise, to include the Departments, Services, Combatant Commands, Interagency and Intelligence Community partners to continually assess priorities with the end state of identifying new projects to be added/included to the portfolio for the DSO community to address. Regularly reviews CAP intelligence and SAP programs and promotes interchange of information with agencies

  • This position requires current CI Polygraph, TS-SCI, and SAP eligibility.
  • This is a Centrally Managed Position in the Operations Career Field.

Qualifications

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of my specialized experience include Detailed expert knowledge of the classified compartmented enterprise operating environment and activities related to all sensitive activities within the DoD and related government agencies; A mastery of the Intelligence portions of the DSO sufficient to provide expert technical, administrative, protective, investigative, and professional work. Expert knowledge in a wide range of AMC policies, strategies, plans, missions, requirements, methods, and procedures as well as a broad technical knowledge of other disciplines' activities, functions, and services accomplished directly by this position will significantly impact a wide range of AMC activities, the work of U.S. Transportation Command, the Joint Staff, and the Secretary of Defense. At the technical and tactical level, this position will affect the provision of essential support to numerous MAF deployed forward through numerous, varied, complex technical, professional, and administrative functions. At the operational and strategic level, this position will directly impact the operational and strategic policy of the United States Government as it relates to Air Mobility Command Operations and Mobility Air Force (MAF) operating across all theaters. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of asset management principles, practices, techniques, and procedures to effectively supervise planning & integration of DSO including project development and execution, training, and advisory services. Expert knowledge of AMC operations, capabilities, policies, authorities, laws, and regulations at the tactical, operational, theater strategic, and national strategic level. Knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate clearly, concisely, and with accuracy, both orally and in writing. Knowledge of safety and security regulations, practices, and procedures PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
