About the Position: As Chief, Hydrogeology Section, supervises the work of 12-14 geologists, hydrogeologists, geochemists and technicians engaged in the investigation, analysis and design of hazardous, toxic and radioactive waste sites at various locations through the United States. This position has the primary responsibility for management of all geotechnical (geological and hydrogeological) aspects of the Kansas City District's (KCD) Hazardous, Toxic and Radioactive Waste (HTRW) programs.

Duties

Plans, directs, organizes, and coordinates work of section in assembly and compilation of geotechnical data at hazardous waste sites for investigations and remedial designs. Supervises lower-graded geologists and geochemists assigned to investigate sites and develop remedial designs and plans and specifications for subsurface treatment. Reviews and solves geotechnical problems encountered or arising during investigations and gives or furnishes subject matter expertise to technical managers and field personnel as necessary. Makes inspections of site conditions in the field, appraising problems and planning programs for attacking and solving such problems. Supervises development of investigations and designs for hazardous, toxic and radioactive waste sites including review of designs developed by others, and consulting engineering firms under formal contract.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Must complete a one-year supervisory probationary period to assess your ability to perform supervisory duties is required unless previously completed.

Degree: Bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. OR B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.(Note: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Conducting hydrogeologic studies for the characterization of hazardous waste sites and other ground water related problems; AND 2) Developing ground water investigation programs to include: groundwater sampling, aquifer testing, groundwater monitoring, computer analyses or modeling of site conditions, and analyses of field data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: GeologyLeadershipTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12.)
