This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned areas(s). Involves a mix of working in an office environment and in a warehouse to assist in processing new equipment receipts and maintaining the Equipment Inventory List (EIL).
Duties
This position serves as a Property Manager in the Material Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s). Major duties and responsibilities include:
Lifecycle Management:
Manages the lifecycle of non-expendable (NX) assets in the VA HCS and supported catchment area.
Supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization sources.
Conducts short, mid, and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools.
Analyzes data to include factors which impact procurement decisions.
Utilizes a range of well-established and commonly applied inventory principles, standard and non-standard methodologies, and concepts to determine need to intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative sources of supply and other similar conditions.
Corresponds with procurement officials and other stakeholders of the facility to resolve issues.
Inventory Management and Control:
Manage and control of NX equipment assets.
Acts as a central point of contact for the coordination of material support and the resolution of logistics problems across organizational lines.
Resolves inventory problems requiring extensive and exhaustive research of receipts, issues, surveys, and other available sources.
Ensures equipment accountability at each service line is appropriately managed, assigned, and monitored through the monthly 5% inspection program.
May be directed to travel to all VA HCS and catchment area locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment.
Performs other related duties as assigned.
Work Schedule: Monday - Friday 7:30 AM to 4:00 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system; determining required sources of equipment, purchase card program and simplified acquisition procedures; using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems; researching and analyzing information to resolve questions and issues, and improve operations; and advising on the management, control, and accountability of equipment in use. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 2 full years of progressively higher level graduate education leading to such a degree. OR, have an LL.B. or J.D., if related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts must be submitted with application using education as a qualifying factor. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one year of graduate education. EXAMPLE: An applicant has 6 months of specialized experience equivalent to GS-7 and 18 months of graduate level education (six months beyond 1 year of graduate education) would meet the minimum requirement to qualify for the GS 9 grade level.
NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
Walking and climbing stairs to conduct on-site inventories of listed equipment.
Lifting of up to 40 pounds when receiving and sales of facility equipment.
Work conditions are often indoors in an office and warehouse environment.
Work areas can occasionally be dirty, hot, humid, or unusually cold.
Minimal travel to all VA HCS and catchment area locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment.
